As first BLIC reported, a man shot yesterday with 4 bullets a woman in a train on the capital’s subway and committed suicide. There are no direct witnesses to the shooting, investigators said. The shots were fired with a legally owned Makarov pistol.
“In recent years, we greatly underestimate the social conflicts that have their tails, and they must be carefully monitored. Interpersonal relationships at some point crystallize into socially dangerous acts,” the former head of CSCOC Dr. Tihomir Stoychev told Bulgaria ON AIR.
He pointed out that conflicts usually arise over resources and information. “These things are perceptible – the question is how sensitive we are to early warnings of conflicts. We do not know if these people are a family, have a property dispute …”, said the professor of “National and International Security” at NBU.

Dr. Stoychev referred to the case in Kazan, in which a young boy opened fire at a school and killed 9 people. According to him, although he showed signs of deviations in his behavior, someone allowed himself to give him a weapon.
“Any renewal of the weapons permit is accompanied by requirements – the applicant’s criminal record is checked, whether he is mentally ill. The question is how competent are the laboratories and offices in which this happens,” said Tihomir Stoychev.
He stressed that there is a strong formalism among the employees of KOS. “As if due to the political conflict, they refrain from renewing the permits of former employees of the Ministry of Defense and the Ministry of Interior. This will generate another social conflict,” the former head of the CSCOC said.
“Has anyone paid attention to the problems and conflicts of this man who carried a weapon in order to reach the point of their insolubility,” Dr. Stoychev asked.
“This crime will be reported as revealed. Everything is clear. But from now on we need dialogue and search for solutions,” he insisted.
