¡Our Bill #NoTodoEsColorDeRosa that establishes measures for the prevention, diagnosis and timely treatment of breast cancer is at risk! A Senate subcommittee report purports to remove the most important articles.

Our Bill seeks:

  • Mammograms from the age of 40, when determined by the treating physician and if the patient authorizes it. From the age of 50, it will be every two years until the age of 75.
  • Clinical examinationof the breast by properly trained physicians from 30 years and at least once a year.
  • EPSwill perform screening days in remote areas of the country by mobile units.
  • It will be the obligation of the EPSsend one invitation in a physical, electronic or telephone way to be carried out to carry out the screening test.
  • That the time between the consultation of the symptoms until the first treatment, is not greater than 45 days.

The subcommission’s report seeks to eliminate the articles that contemplate the previous measures, leaving without a solution the public health problem that kills the most Colombian women per year. The mortality of breast cancer in women is increasing annually, from 2009 (which registered 2,243 deaths) to 2019 (which registered 3,535 deaths) there is an increase of 36.5%, making breast cancer the main cause of death in women in Colombia.

Breast cancer cases are also increasing rapidly, according to Globocan, in 2018 in Colombia they presented themselves 13.380 new cases of breast cancer, in 2020 they were diagnosed 15509 women with this disease and 4.411 deaths.

However, in countries with a higher rate of development, progress in timely screening and early treatment has led to a reduction in deaths from breast cancer today.

For this reason, we cannot be inferior as a nation and understand that legislation is required to end the different barriers to access to health services and to propose alternative solutions. in a country, where 80% of the departments the number of deaths from breast cancer increased.

In addition, 33% of women under 50 years of age contract breast cancer, which makes it necessary to approve that women have access to early detection methods such as medical examination and mammography when indicated and that the EPS characterize their affiliates and in a timely manner to carry out this procedure.

Studies in Colombia demonstrate the inequity of the service, where women affiliated to the subsidized regimen have less chance of having a mammogram and longer times for diagnosis and treatment. For this reason, our Bill proposes to establish the 45-day time limit between the diagnosis and treatment of breast cancer.

For these reasons, I ask the VII Committee of the Senate not to approve this report, but to allow the articles to be debated so that we can guarantee the lives of the more than 15,000 women who are diagnosed with breast cancer each year.
