Riga, October 20, LETA. From Thursday, October 21, to November 15, it will be possible to leave the place of residence at night only in cases of justified necessity, the amendments to the emergency order approved by the Cabinet of Ministers envisage.

Amendments to Order no. 720 “On the declaration of a state of emergency” stipulates that any person will be prohibited from moving at night from 8 pm to 5 am if the person is unable to present a completed statement and identity document.

Exceptions will apply to persons traveling to or from the place of work or service, or performing work or service duties, in order to receive psychological support, medical treatment, including vaccination against Covid-19 infection, or veterinary care for animals, or make a 24-hour pharmacy visit. Also, persons who need to get to or from the place of passenger transport at the airport, port, railway station or bus station will be allowed to move out at night.

In the case of these exceptions, a statement will be required stating your name, personal identification number, address of residence, reason and time of leaving the place of residence or stay, job title, address and telephone number of the employer or his designated contact person.

Taxis and commercial car transport providers will also be able to provide services between 8 pm and 5 am.

The amendment also stipulates that only members of one household or two persons who are not members of the same household may travel in a private vehicle at the same time. When accompanying a minor or a person in need of assistance from an assistant or who has objective difficulties due to age or functional impairment, up to three persons from several households are allowed to move in a private vehicle.

At the same time, the above restriction does not apply to employees employed in sectors critical to society, such as medical personnel, security and rescue services, defense, foreign and home affairs officials, State Revenue Service officials who ensure business continuity, Food and Veterinary Service Border Control Department inspectors, media workers) and perform duties in the same unit, assignment, shift or other team, in contact with each other, and use one vehicle to go to and from the workplace and all persons in the vehicle wear face masks.

As of Thursday, October 21, the country is expected to introduce particularly stringent Covid-19 restrictive measures, or “arcades”.
