Fontenay-sous-Bois wants to launch its municipal mutual

After having included it in his electoral program during the municipal elections of 2020, the mayor (DVG) Jean-Philippe Gautrais of Fontenay-sous-Bois now wants to put his municipal mutual fund project to music. The city of Val-de-Marne wants to create a mutual fund for residents and people working in Fontenay: it has, for this purpose, chosen to survey them in the coming weeks, through a questionnaire on their needs.

For the City, this mutual would serve to prevent the renunciation of care. “It is a capital subject, which has been and will be further aggravated by the health crisis”, assures the mayor. At the start of the pandemic, health professionals were already worried about this problem, linked at the time to the first confinement, and especially the consequences of these drop in consultations for the health of patients.

“Avoiding Bad Experiences”

The survey, explains the mayor of Fontenay-sous-Bois, will also make it possible to define the profile of those interested: age, status, existence of mutual cover… mutual, adds Jean-Philippe Gautrais. By taking the time to complete a vast questionnaire, we want to avoid bad experiences such as setting up a mutual insurance whose rates become prohibitive in the second year or which do not correspond to the needs of the population. »

In the questionnaire, the inhabitants will have to determine which priority guarantees should, in their opinion, be included, whether hearing, optical or even dental care… After the survey stage, the municipality will have to select a mutual insurance organization with which it will subscribe to a collective contract, which allows it to have a preferential rate for the population. Municipalities often go through their municipal center for social action (CCAS). The decision will then have to be validated by the municipal council at the end of the year. The objective being to be able to launch the municipal mutual on 1is January 2023.

Créteil is also trying the experiment

Fontenay-sous-Bois is not the only one to embark on the adventure. In December 2021, Créteil launched its communal mutual insurance company. The largest city in Val-de-Marne estimates that 25% of its inhabitants had no complementary health insurance in 2019. That is around 22,300 people. Créteil has thus signed a 4-year contract with the Just mutual insurance company, a specialist in the sector, which works with more than 450 municipalities. Throughout the department, about fifteen municipalities have already tried the experience of a municipal mutual fund. Among them, Nogent-sur-Marne, L’Haÿ-les-Roses or Le Kremlin-Bicêtre.

A subject during the 2021 departmental elections

The subject was even invited to the regional and departmental elections of June 2021: the outgoing president (PCF) of the Departmental Council of Val-de-Marne, Christian Favier, then proposed the creation of a departmental mutual, with a first rate at 30 euros.

However, the victorious list of union of the right and the center, carried by the current president Olivier Capitanio, was also interested in the subject. She proposed to create a mutual at the departmental level in order to reduce costs by up to 30%. When questioned, the Departmental Council explains that the project is still under consideration.
