The Prime Minister’s Conference has agreed on a uniform framework with common standards for this. Every opening step should be combined with rapid tests or other precautionary measures. At the same time, we must continue to vaccinate consistently and use every available vaccine. In order for the number of infections to remain stable in the course of the further opening steps, the remaining restrictions must be consistently adhered to. We have to prevent the number of seriously ill people from increasing and the healthcare system from reaching its limits again with possibly younger patients. “

Extension of the lockdown

The existing measures to cope with the corona pandemic will be extended nationwide until March 28, 2021. Changes to the Hamburg Corona Ordinance will be made in accordance with the resolutions of the MPK in the points set out below. The new ordinance will come into force on Monday, March 8th, 2021 and will apply until March 28th, 2021.

Contact restriction

All contacts that are not absolutely necessary should continue to be avoided. If necessary, private get-togethers are possible for a maximum of 5 people between your own household and another household. Spouses, civil partners, partners in a cohabiting relationship, fiancée who do not live in the same apartment are considered to be members of the same household. Children under the age of 14 are not counted.

If the 7-day incidence rises to over 100 on three consecutive days, the rule comes into force again from the second following working day, according to which private get-togethers are only possible with your own household and another person from another household. Opening steps by March 8, 2021

From next Monday you can in Hamburg Bookstores, florists and Garden centers with appropriate hygiene concepts and a limit of one customer per 10 square meters of sales area. From a sales area of ​​800 square meters, one customer per 20 square meters is allowed to enter the shop. Hardware stores are only allowed to open their demarcated garden center areas under the same conditions.

All other areas of the Retail may open according to the “click & meet” principle and in compliance with the hygiene and protection concept requirements. With an appointment booking in advance, one customer may enter the shop per 40 square meters of sales area (“appointment shopping”).

In addition, museums, memorials, galleries, exhibition halls, zoological gardens and exhibitions as well as animal parks can also open, provided they ensure appointment booking and admission management. The usual hygiene regulations, the obligation to collect contact details and to wear medical masks indoors also apply here.

So far still closed body-hugging service companies can also reopen with appropriate hygiene concepts. Initially, only services may be offered for which customers can wear a mask.

According to the MPK decision, services for which this is not possible (e.g. a shave or cosmetic treatments) may only be used with a daily COVID-19 quick test or self-test by the customer. As soon as the relevant federal test ordinance is available and the requirements for using rapid antigen tests have been created, the Senate will lift the restriction on these services. This can be expected shortly. All companies are obliged to provide their own employees with a weekly offer for coronavirus tests free of charge.

In carrying out the theoretical and the practical Driving lessons The general hygiene requirements and the obligation to submit a protection concept apply to the acquisition of driving licenses. People present are obliged to wear a medical mask during the theoretical driving lessons in closed rooms, provided that the masks may be removed by the teaching staff during lectures. The operators are obliged to provide the people they employ with a weekly offer for coronavirus tests free of charge. The rules apply accordingly to traffic training Traffic training areas, In closed vehicles, the obligation to wear a medical mask only applies if the occupants do not belong to the same household. The same rules apply to flight schools and aviation schools.

The exercise of Sport outdoors is possible alone, as a couple or with members of another household (max. 5 people). Children up to the age of 14 can play sports in groups of up to 20 people in all public and private sports facilities outdoors. Changing rooms and showers on and in sports facilities remain closed. The opening and use of toilets is permitted provided that the minimum clearances and hygiene requirements are observed.

Further opening steps

Depending on the level of infection, opening steps in other areas are not possible until March 22, 2021 at the earliest. This applies to cultural institutions and outdoor catering as well as other facilities for retailers. The Senate will discuss this in due course.

Tests

Citizens are to be offered a free quick test once a week. The result is recorded in a certificate, which then entitles you to use services and facilities.

The ability to perform a quick test is also a prerequisite for certain opening steps (e.g. some services that are close to the body). For this purpose, the Federal Test Ordinance must be adapted and the infrastructure completed. The relevant federal ordinance is currently being voted on across the country. At the same time, 25 test centers will soon be set up in Hamburg in which rapid antigen tests can be carried out.

When Test width a negative test result from a PCR test or a rapid test by a qualified institution, in particular public test centers, publicly appointed third parties or physicians in private practice, on paper or in an electronic document in German, English or French, which was made within the last 24 hours prior entering or using a company or facility. From March 10, all employees should test themselves twice a week in their facility, regardless of the occasion. Short-term procurement could be a major challenge for the facilities. The additional test options should be available quickly. The social welfare authorities will therefore provide all facilities with the tests required for the first four weeks, the first proportionate batch by next Monday.

Hamburg was one of the first federal states to be able to have high-quality self-tests delivered to schools from this week. The school authorities will introduce regular self-tests for students as soon as the appropriate test quantities are available.

Mask requirement

Furthermore, there is an obligation to wear a medical mask on buses and trains, when shopping, at church services, when visiting authorities and for health treatments, when entering open cultural institutions.

Medical masks include, in particular, surgical masks and masks with the KN95 or FFP2 standard. Simple everyday masks or cloth masks (mouth and nose covering) will no longer be permitted in the areas mentioned in the future. In the other areas with an obligation to wear a mouth and nose cover, covers made specifically for this purpose are also required, i.e. cloths or items of clothing pulled over the mouth and nose are no longer permitted.

If it is not mandatory to wear a face mask or a medical mask in closed rooms, it is strongly recommended to wear one.

People who are exempt from wearing a mouth and nose cover or a medical mask for health reasons must in future be able to prove this with a medical certificate (original) or a severely handicapped ID upon request.

In designated areas, a basic obligation to wear a mask still applies at defined times on weekends and on public holidays. This mask requirement is expanded:

  • in the street Goldbekufer between Barmbeker Straße and Goldbekplatz / Moorfurthweg on Saturdays between 8 a.m. and 3 p.m.,
  • in the street Geibelstraße between Semperstraße and Goldbekufer on Saturdays between 8 a.m. and 3 p.m.,
