Muan-gun, all five private snow plows stop

Truck owners with five snowplow trucks entrusted by the Jeollanam-do Muan County to the private sector declared the operation to be suspended at once, causing an emergency to remove snow removal.

Private consignment for three months… KRW 4.2 million per car per month
Freight owners declare “unfair order” contract breach

Muan-gun said on the 10th that “out of the 8 snowplows operated by Muan-gun, 5 privately commissioned snowplows, excluding 2 of the military’s own equipment and 1 of the Jeonnam-do support equipment, have stopped.” This is because the truck owners who Muan-gun had entrusted with the snow removal work declared’stopping work’ on the 9th.

The contract breach of the snowplow industry was triggered by an incident in which a truck driver who was engaged in snow removal on the 9th set a fire on the 15t truck he was driving. The truck owners claimed that “The driver in question was set on fire because the Muan-gun ordered the site forcefully in a situation where fatigue accumulated from the snow removal work for four consecutive days.” On the other hand, the Muan-gun side refuted that it was “a misunderstanding that occurred in the process of urging a civil complaint to order snow removal.”

Ahead of this winter, Muan-gun signed a private consignment contract with five truck owners for snow removal work in Muan for three months from the 10th of last month to the 9th of March. On the condition that snow accumulated on the road is removed only when it snows, 4.2 million won per month was set for each 15t truck. “The snowplow waits when it doesn’t snow, and money is paid regardless of the number of trips,” Muan explained.

It was investigated that all truck owners who signed a contract with Muan-gun were put into snow removal for nine days this winter. This year, a snowplow was operated for four consecutive days on the 6th to 9th, when heavy snow fell from the 1st. In this process, truck owners stopped all snow removal work after declaring’contract cancellation’, saying, “Muan’s order to clear the snow again in the midst of heavy snow for four days is unfair.”

“Pretend to snow removal” VS “Can’t be done”

Earlier, around 12:22 on the 9th, Mr. A (50s), one of five truck owners, removed the snow removal equipment from his vehicle in Muan-eup and set the vehicle on fire. Colleagues who witnessed the fire immediately extinguished with fire extinguishers, and when 119 firefighters arrived at the scene, the fire extinguished at around 12:35 with only a part of the vehicle burnt.

The truck owners joined with Mr. A to stop the snow removal work, saying, “Even though the snow removal system was almost run out, Muan-gun ordered’Go around with a siren ringing’ and’Pretend snow removal’.”

In response, Muan-gun said, “It is impossible to instruct them to go to the field without a snow removal system,” and “There was a difference of opinion in the communication process.” An official from Muan-gun explained, “At the time, when a civil complaint came in, I urged (to Mr. A) to quickly go out to the arterial road and spray snow-removing agent, but there was no unreasonable instruction.”

He added, “It is true that (the truck owners) were in a state of exhaustion after working on (snow removal) for four consecutive days,” he said. “In the process of requesting snow removal work, (Mr. A) is not a robot. (To the field) “Do you ask me to go out?”

Muan-gun is only rolling his feet when all truck owners who have to do snow removal have declared the contract to be cancelled. In Muan, it has snowed up to 10.5 cm at 5:30 pm on the 10th, and it is predicted that it will snow again from 9 pm on the 11th.

An official from Muan County said, “We are working hard to persuade truckers to return to work as soon as possible, while trying hard to secure replacement equipment.” We are preparing,” he said.
