Russia plays no part in the last FIFA of its kind. Publisher EA Sports confirmed this to Eurogamer. Already in FIFA 22, Russian teams were removed due to the Ukraine war.
It has been certain since Thursday: FIFA 23 will not feature Russian teams, clubs or the national team. This was officially confirmed by EA Sports at the request of Eurogamer. There are few Russian players left in FIFA 22 as of April 2022.

Video: FIFA 23 – The Official Reveal Trailer
“In line with our partners in FIFA and UEFA, EA Sports will become the Russian
National team or Russian clubs not included in FIFA 23,” reads the statement
by EA Sports to Eurogamer on Thursday. Because of the Ukraine war that
February 24 with the invasion of the Russian army escalated, numerous companies have
how EA reacts and exclude Russian presence in their products.
EA Sports continues to emphasize solidarity with the Ukrainian people, appeals for peace
and advocates ending the invasion of Ukraine. Thus, the FIFA publisher drives
still the same line as in FIFA 22. Since Title Update #9 on April 13th, all
Russian clubs as well as the Russian national team removed from the game.
The same applies to the removal of Russian stadiums such as the Otkritie Bank Arena from Spartak Moscow.
Only individual players from non-Russian clubs have remained in the football simulation
and also available on the Transfer Market in the popular Ultimate Team mode.
Like numerous Western companies, EA Sports also has the business relationships
capped to Russia. In addition, all players from Russia or Belarus are allowed
not participate in any of the competitions in FIFA or Apex Legends.
FIFA 23 will officially be released on September 30, 2022.
