“EU is considering banning face recognition in public places for up to 5 years” – IT Pro – News

The European Union would like to propose banning face recognition technology in the public space for a period of three to five years. In the meantime, measures against undesirable consequences of the technology could be developed.

The proposal is contained in a draft of a white paper from the European Commission on artificial intelligence, claims Euractiv, which holds the document. The document proposes banning the use of face recognition technology by private or public parties in public spaces for a temporary period, giving an example of three to five years. During that period, the European Commission can determine the impact of the technology and have possible measures developed to contain the risks of face recognition.

The proposal appears to be jeopardizing many European face recognition projects. In the Netherlands, for example, there are projects running Schiphol and soccer stadiums. Also in France there are extensive facial recognition programs, as well as at German train stations and airports.

According to Euractiv, the intention is for the European Commission to publish the document at the end of February. The document identifies five areas for artificial intelligence regulation: voluntary labeling, requirements for use by governments, requirements for high-risk application, security & responsibility and supervision.

Developers would qualify for a label if they voluntarily meet ethical and reliable artificial intelligence requirements when working on AI applications. High-risk applications, for example in health care, transport or in the legal field, will fall under certain legal rules. Regarding security, existing rules need to be expanded, for example to include risks of ai for cyber threats, privacy and protection of personal data as part of guidelines.
