Who is the electricity surcharge for in 2022?
The government expects Electric allowance available for households that use electricity for heating, including heat pumps. The amount of the allowance will be 1000 PLNand in the case of annual electricity consumption mentioned above 5 MWhwill be increased up to 1,500 PLN.

It is important to know that homeowners who have invested in PV will not receive an electrical surcharge. Although they also have a heat pump. The act clearly points out that if a family uses electricity generated by a micro photovoltaic system, there is no electricity allowance.
The electric allowance is also not granted to households covered by a positively assessed application for the payment of a carbon allowance or an allowance for other heat sources, such as pellets, LPG gas, wood or diesel.
How do i get an electrical accessory? Conditions
As a rule, the electricity allowance refers to the address of residence, that is: an add-on for an address. The amendment to the October 27 Act provides for a possibility payment of multiple electric utilities to a shared address and oven. These are families who live at one address but have two different sources of heating.
The new rules say so “if there are several families who live at the same address, but in separate rooms, and use different ones or shared heat sources registered or reported in the central register of the emissivity of buildings, each of these families will be assigned an electric allowance “.
Reasons for the payment of the electricity allowance in the case of such households determined by the head of the municipality, the mayor or the president of the city by administrative decision, after conducting an environmental interview, which will result in living in an address in separate premises of multiple families and using a separate or shared heating source by these families.
The amendment also provides (article 2, paragraph 2d) that the head of the municipality, the mayor or the president of the city insert the heat source in the CEEB, if the source has not been previously reported to the register, without the need to present a specific declaration.
Electricity indemnity even without CEEB declaration and request
The new legislation of 27 October provides that the electricity allowance is due if the main source of domestic heating has not been notified or included in the CEEB by 11 August 2022, and following the environmental interview it emerged that the source of heating for this family is electric. An official note is prepared from the environmental interview conducted. Registration in the CEEB is then made by the head of the municipality, mayor or president of the city of office without the need to submit a specific declaration.
The same applies if the family has not requested the allowance and, following the environmental interview, it has been established that the heating source of this family is electricity: the electrical allowance will be granted.

Since when was the application submitted?
It will be possible to request payment of the electricity contribution from 1 December 2022 to 1 February 2023 Applications submitted after this date will not be considered.
The application for the payment of the benefit can be submitted in person in the municipality, in the place of residence. In the case of online submission of the request for payment of the electricity allowance, this must be confirmed with a qualified electronic signature or trusted signature.

The government estimates it will benefit from the solution about 800 thousand families. The government will allocate around PLN 1 billion for the payment of electricity allowances.
