Education: the government’s track to establish teachers without competition

In 2022, more than 4,000 positions were not filled during teacher competitions, including nearly 1,800 in secondary education (middle and high schools). The crisis is not new, but it is getting serious and the Ministry of National Education is thinking about ways to get out of it. Latest proposal, outlined on January 24 by Minister Pap Ndiaye to the National Assembly: the recruitment and training of student teachers who would be tenured after 5 years. It would therefore be a question of establishing in the public service teachers who have not won the competition and who have taught for at least five years.

A “surprising” proposal

This question of the recruitment and training of school teachers is one of the three ways put forward by Pap Ndiaye to fight against the crisis of attractiveness, with the salary increase and the establishment of exceptional competitions in the academies of Créteil, Versailles and French Guiana for primary contract workers.

Contacted by AEF info, Guislaine David, general secretary of Snuipp-FSU, the first primary union, nevertheless judges “the minister’s remarks to say the least astonishing: this question was not discussed with him from this angle”. In addition, she continues, “he forgets that to enter the public service the competition is necessary. At Snuipp-FSU, we are committed to recruitment by competition”.

Since the announcements by Emmanuel Macron and the Minister of National Education at the start of the 2022 school year indicating that they want to change teacher training, other proposals have also been presented. For example, the network of Higher Institutes of Teaching and Education wishes to keep the competition for the recruitment of school teachers at master’s level, but offers labeled licenses. The network had also previously indicated that it was working with France Universities on a post-baccalaureate course.
