Secondary school models: The Lucerne cantonal parliament has missed an opportunity

The Lucerne municipalities can still choose between three secondary school models. This means that the unequal starting position for schoolchildren is maintained.

The Lucerne Cantonal Council has spoken out against the reduction of the secondary school models. This means that municipalities can continue to choose whether to run their upper level according to the cooperative, the integrated or the separate model. Only a handful of parishes still know the latter.

While students in the separate model are taught in separate classes according to level A, B or C, the permeability is higher in the other models. For example, a mediocre pupil who is linguistically strong can be taught in the subjects English and French at level A and promoted accordingly, but be assigned to level B in the other subjects. This would not be possible in the separate model. The pupil would have to improve accordingly in all important subjects in order to move up from level B to level A.

The rigid separate model cannot adequately account for the strengths and weaknesses of the students. That is no longer appropriate. Above all, this model no longer gives equal opportunities. In addition to the grade, what catches the eye of a training company is whether an applicant is assigned to a higher level in the subject that is important for the teaching profession. Here, learners of the separate model clearly lose out. On Monday, the cantonal councils gave up the chance to finally eliminate this unequal situation.
