“Acting together for Dijon – Group of the Right, the Center and the Independents”

wishes to salute the start of awareness of the municipal team on the subject of public tranquility.

The delay taken for years is of such magnitude that it is urgent to revise the doctrine and finally recognize the indispensable role of the municipal police, complementary to the national police. In this regard, we note that the term security is still not assumed by the municipality: it is also striking that it does not appear in the powers of any deputy mayor in Dijon.

We are delighted that some of our proposals are finally taken into account, first and foremost the equipment of municipal police officers with firearms, but also the upgrading of salaries and careers.

If the measures announced today are going in the right direction, they are still insufficient:

– why limit the carrying of firearms to the evenings, when it can be useful at any time? This structuring choice must be fully assumed.

– why such a spread over time schedule for the increase in staff?

– why is cooperation with the State not formalized within the framework of a global contract for security and crime prevention?

In view of the challenges ahead, it is necessary to increase the number of municipal police much more quickly in the short term, in order to ensure a presence day and night, to establish a metropolitan transport police and to put in place place sworn guards in the housing estates.

The failure of “Act I of public tranquility”, launched in Dijon in 2016, should serve as a lesson for the municipal executive. While we were warning about the incomprehensible decrease in the number of municipal police and the surge in delinquency, the municipality fell behind for several years with the deleterious consequences that we know for the daily life of the Dijonnais.

Safety is everyone’s business: we need a global vision, with preventive measures, to act upstream and thus address the causes of delinquency.

To go further, we ask the municipal executive to take all of our proposals into consideration during the next municipal and metropolitan councils.

The organization in November of a democratic and open debate on the overall project seems essential to us: it would make it possible to present the diagnosis, the orientations and the measures to be implemented, specifying the modalities and the timetable. “”
