Jakarta, CNBC Indonesia – The government is currently revising the ESDM Ministerial Regulation (Permen) Number 49 of 2018 in conjunction with No. 13/2019 in conjunction with No.16/2019 concerning the Use of Rooftop Solar Power Generation Systems (PLTS) by PT PLN (Persero) Consumers.
One of the goals is to make people more interested in using PLTS Roof.
Director General of New, Renewable Energy and Energy Conservation (EBTKE) of the Ministry of Energy and Mineral Resources Dadan Kusdiana said the government is targeting as many as 3,614.9 Mega Watt (MW) or around 3.6 Giga Watt (GW) of Rooftop PLTS can be developed.
His party also targets that this 3.6 GW capacity can be achieved in 2024 or at least in 2025.
“The target of 3.6 GW is 2025 or 2024 at the earliest. It could be that demand in the future is greater, we believe it will not have much impact on system stability,” he said at a press conference, Friday (27/08/2021).
One of the efforts to make PLTS Roofing more active is that the government changes the provisions on the limit on the export of electricity that can be made by customers to PT PLN (Persero), which was originally 65% revised to 100%.
“This 65% figure is considered unattractive, why hasn’t it been attractive? For 3.5 years, it has only been 35 megawatts (MW) (installed), so what is the simplest thing that can be done to make it attractive, yes 65% is increased,” he explained.
Please note, Article 6 of the ESDM Ministerial Regulation No. 49 of 2018 stipulates that “Electrical energy of exported Rooftop PLTS customers is calculated based on the export kWh value recorded on the export-import kWh meter multiplied by 65%.”
The export kWh is the amount of electrical energy that is channeled from the PLTS Rooftop customer installation system to the PT PLN (Persero) customer installation network system which is recorded on the export-import kWh meter.
This electricity export will later be used for calculating the electrical energy of PLTS Rooftop customers and can reduce customers’ electricity bills every month.
Dadan did not deny that the plan to develop PLTS Roof will have an impact on reducing PLN’s income. Based on the data he presented, the development of the 3.6 GW Rooftop PLTS will have an impact on reducing the income of PT PLN (Persero) by Rp. 5.7 trillion or by 2.21% per year.
“This illustrates the potential for PLN’s revenue from exports and imports, yes,” he said.
The target customers for the 3.6 GW PLTS Rooftops include 6,422 social class customers, 772,508 household customers, 218,229 business customers, 18,224 industrial customers, 7,098 government customers, bringing the total to around 1 million customers.
On the other hand, said Dadan, this will reduce the use of coal by 2.98 million tons and absorb a workforce of 121,500 people.
