Digital health, 20 billion maxi-project. ESF strategic pillar

Almost 20 billion to innovate Healthcare, focusing on telemedicine and digitalization of assistance. In detail, the Recovery Plan envisages 7.5 billion for Mission Component 1 “Proximity assistance and telemedicine” to which 400 million ReactEu are added and for Component 2 “Innovation, research and digitalization of healthcare” 10.5 billion to which are added 1.31 billion ReactEu. For a total of 18 billion for the Health Mission to which are added React EU resources for 1.71 billion, for a total of 19.72 billion.

“The interventions will be characterized by coherent lines of action within a single reform project, aimed at strengthening and making the territorial and hospital response more synergistic, as well as the research activity of the NHS”, reads the document drawn up by the government .

The strategy aims to promote and strengthen local assistance, close to the needs of citizens, to allow an effective equity of access of the population to health and social care, through the definition of uniform qualitative and quantitative standards, the strengthening of the network of district services, as well as the consolidation of the hospital integrated to it.

The strategic actions also include the definition of a new institutional structure of Health-Environment-Climate prevention, according to the “One-Health” approach, to promote human health with respect to environmental determinants and their changes, in synergy with economic development and social issues of the country.

Finally, reform the relationship between Health and Research, revisiting the legal regime of the Institutes of Hospitalization and Scientific Care (Ircss) and the policies relating to the Ministry of Health, support research activities and strengthen the NHS response capacity to emergencies health, the epidemiological transition and health needs related to the demographic framework.

Proximity assistance and telemedicine

  • Strengthen and reorient the National Health System towards a model centered on the territories and on the social and health assistance networks;
  • Overcoming the fragmentation and structural gap between the various regional health systems by ensuring homogeneity in access to care and in the provision of Essential Levels of Assistance – “Lea”;
  • Strengthen prevention and territorial assistance, improving the ability to integrate hospital services, local health services and social services, to ensure continuity of care, multiprofessional and multidisciplinary approaches, integrated hospital-home pathways for the entire population;
  • Strengthen the country’s capacity, effectiveness, resilience and equity in the face of current and future health impacts associated with environmental and climate risks, in a “One-Health” vision and in the evolution of “Planetary health” .

Digitization of health care

  • Promote and strengthen the scientific research sector, favoring the creation of clinical-transnational networks of excellence;
  • Strengthen health information systems and digital tools at all levels of the national health service;
  • Enhance human resources, through the modernization of training tools and contents and the development of the technical-professional, digital and managerial skills of NHS professionals;
  • Overcoming the critical issues related to the limited and uneven diffusion of the electronic medical record;
  • Solve the problem related to the aging of equipment and the low use of health technologies in hospitals, reaching higher standards of efficiency and effectiveness;
  • Create safe, technological, digital and sustainable hospitals and overcome the limited diffusion of telemedicine tools and activities.

The intervention that aims to spread and consolidate the electronic Health Record, strategic pillar of every innovation plan in Healthcare, is aimed at carrying out regional interventions for the evolution, completion and dissemination of the ESF also by expanding its tools (eg. IoT, app) that enable the collection of new information on a voluntary basis by the citizen (eg habits and lifestyles).

The project also intends to strengthen and expand the national Health Information System at a central level, in terms of evolution and modernization of the infrastructure, of the systems for the construction, collection and analysis of health and non-health information, with particular reference to the completion of the current path construction of simulation and predictive tools of the health needs of the population.

The preparation of regional and central public administration plans for the strengthening of the ESF is expected by 2021 and by 2022 the completion of feasibility studies for the implementation of the new flows at national and regional level.

1 billion digitized documents are expected by 2026. The aim is also to implement new information flows at national and regional level by 2024 and, by 2026, the technological and application infrastructure of the Ministry of Health and to activate the Open Data platform and portal. Finally, it is proposed to create and integrate a predictive model on real world data by 2026.
