Action Cœur de ville, what is it?

Launched by the government in March 2018, the City Heart Action plan aims to promote the maintenance or development of commercial and residential functions in the center of medium-sized cities, in order to improve both their attractiveness and the living environment of their inhabitants. Two hundred and twenty-two of them, spread over the whole of the national territory, have signed an agreement with public and private partners, which programs a set of projects included in the objectives of the plan. As a result, the tidy sum of five billion euros, mobilized over five years, to be shared for the selected cities, or 40 million in the long term for Thionville. “Thionville is the 2e city ​​of the Grand Est (after Lunéville) to have completed its file ”, welcomed Pierre Cuny, the mayor of the 2e city ​​of Moselle, and president of the Porte de France Thionville agglomeration community. This Wednesday, taking advantage of the windfall of the installation, finally aborted, of the Gateway to Europe, he invited the prefect of Moselle, Laurent Touvet, the president of the Grand Est region, Jean Rottner, as well as the partners premises, to sign, in the afternoon, the amendment which marks the entry into the development phase of the City Heart Action plan in Thionville. “This signature also marks the entry, today, of the National Association for the cohesion of territories, led by the State and local communities”, rejoiced, for his part, Jean Rottner, approved in this. by the prefect.

82 actions defined

“An action plan is not only synonymous with relaunching trade,” said Pierre Cuny. “It is also the restructuring of a living space combining urban planning, socio-economic and environmental issues where commerce is the main actor. »Eighty-two actions have been defined, on the basis of five axes: an attractive offer of housing in the city center, a balanced economic and commercial development, developing accessibility, mobility and connections, promoting value forms, heritage and urban landscape, and, finally, guarantee access to facilities, public services, cultural and leisure activities. Several actions are already visible. Nineteen buildings have already been rehabilitated or are in the process of being rehabilitated and a manager from the city center was recruited a year ago. While waiting for the continuation of the gradual revegetation, started on the Crauser quay and on the esplanade, with the aim of protecting and promoting biodiversity in the city center, while fighting against heat islands.
