Despite Corona: Lüdenscheid compensates – and lowers the property tax

Lüdenscheid – With a large majority, the main and finance committee, representing the council, passed the budget and establishment plan for 2021 on Monday. It is the last household of the outgoing chamberlain Dr. Karl Heinz Blasweiler and the first of the new mayor Sebastian Wagemeyer. Equipped without their own council majority, the almost unreserved approval of the parties is a leap of faith for the SPD politician.

And there was another premiere: The figures that Blasweiler presented are balanced for the first time since the start of the budget security concept in 2012 – a success that is also owed to the corona-related extensive aid and write-offs from the state and federal government. The budget for 2021 has a volume of more than 268 million euros. Around 25 million euros are being invested and new loans amounting to 16.4 million euros have been taken out. For the first time after several increases, the assessment rate for property tax B is reduced from 786 percent to 766. The city is foregoing 550,000 euros in income, but relieves all owners and tenants in Lüdenscheid – even if only in the low euro range.

The parliamentary group chairmen were correspondingly positive, whose budget speeches were not given personally for the first time on Monday due to the corona situation and the desire for a short session, but were only given for the record.

  • Claudius Bartsch, ÖDP: “Our industrial civilization has failed.”
  • AfL and NPD did not take part in the meeting.

In addition to the budget, Wagemeyer also received almost complete approval from politicians for his establishment plan. The second addition is now worth 1.4 million euros. Among other things, there is the head of the Central Building Management (ZGW), classified according to salary group 15 TVöD.

In her statement on the establishment plan, the chairman of the staff council, Christina Padovano, criticized the previous practice in the area of ​​the ZGW: “For example, the house inspection has been in a problematic situation since a position was deleted. The position of the responsible department head of the ZGW includes a not inconsiderable number of hours as house inspector. In a department of this size, however, it is unrealistic that other activities can be carried out in addition to the department head. ”

As a result, jumpers would be used to support the town hall, who were actually hired to represent the school caretaker on vacation and illness, but are therefore absent from the schools, according to the staff council. In addition, Padovano pointed out the shortage of skilled workers in the educator area. This leads to “ultimately having to deviate from the high quality standards that you have set yourself.”
