Demagoguery to hypnotize the masses 2020/05/13

AMLO He promised the creation of two million jobs, in nine months, during the last report he presented – alone and his soul – in the courtyard of the National Palace, last April. We were already in a health emergency due to the COVID-19 pandemic, but it was easy for him to make promises that were impossible to keep.

Reality already puts it in its place. The IMSS reported that, in the month of April alone, 543,000 formal jobs were lost due to COVID-19. The worst monthly decline since July 1997. I am ahead. The President is not blamed for the lost jobs (the situation around the world is similar to the pandemic), but for the populist demagoguery that he uses to hypnotize the masses.

* It is not necessary a brainy analysis to glimpse that difficult times are coming in terms of employment, derived from the contraction of the growth that is projected in Mexico (6.6%, according to the IMF).

Why then create false expectations among the population that there will be two million additional jobs in nine months? It is a question. Don’t be irritated.

The importance of employment in the world economies is clearly established by the International Labor Organization (ILO) in its Development Agenda:

“For all countries, whatever their level of development, the basis for promoting prosperity, inclusion and social cohesion in a sustainable and growing way is having a sufficient supply of jobs.

“When the scarcity of jobs or available livelihoods keeps households in poverty, there is less growth, less security and less human and economic development.” Understood?

From yesterday until March 2024 the permanent Armed Forces return to public security tasks.

Why open the controversy now? Is it a distractor? Will it have to do with the visualization of a scenario of social revolt due to the hunger already caused by COVID-19?

This norm establishes a period of five years for the Armed Forces to carry out public security tasks “in an extraordinary, regulated, subordinate and complementary manner.”

To the Secretary of Security and Citizen Protection (SSPC), which heads Alfonso DurazoHe also did not like the controversy generated around the Army’s return to public security tasks.

“This objective (to provide public security) would not be possible if we did not have the extraordinary support of the Armed Forces,” the secretary said in a statement.

* In the front trench they affirm that the decree published on May 11 in the Official diary does not respect the conditions established in the transitory.

“We gave the President confidence, we approved the constitutional reform regarding the National Guard that established, in its transitional regime, that for up to five years the Executive could dispose of the permanent Armed Forces in public security tasks.

“But in an extraordinary, regulated, supervised, subordinate and complementary manner,” said PAN senators, in a virtual press conference.

According to the blue, none of this is respected in the decree of May 11, 2020, by which the Executive intends to regulate the participation of the Armed Forces in public security tasks. Explain why:

1.- It does not state the elements of exceptionality under which the permanent Armed Forces may enter into public security tasks.

2.- It is not a regulation at the level of the law, that is, issued by the Legislative, but rather a regulatory norm. Therefore, the decree is unconstitutional, since it assumes an attribution that corresponds to another Power of the State.

3.- It does not guarantee that the tasks carried out by the Armed Forces in matters of public security are under civilian command, quite the contrary.

* PRI deputies, in a statement, acknowledge that this assumption was considered in the transitional scheme of the reform.

But they say it is worrying that the health emergency is being used to issue an agreement without justifying the extraordinary situation or establishing the mechanisms to regulate and monitor the Army’s actions.

“The reform was not a blank check for a faculty to be used without the controls established by the Constitution itself,” they point out.
