Deconfinement: what changes this Monday, May 11 in the Rhône

Transport: mandatory mask

The Sytral, the union organizing public transport in Lyon, said that from Monday, May 11, the bus, tram or metro supply would hover around 85% of its capacity in normal times. The objective, posted by the prefect on Friday, is to increase supply while reducing demand and therefore attendance. A charter signed by local authorities, economic players and State services should make it possible to promote teleworking and the smoothing out of employee entry and exit times.

Main measure to remember: wearing a mandatory mask in transport. 100,000 disposable masks will be distributed in the first days to travelers on the TCL network who do not have one. 10,000 kits, priced at around € 4, including two masks and hydroalcoholic gel, are also available in the 70 vending machines on the network. Those who do not respect the wearing of the mask face a fine of € 135. Contactless disinfectant kiosks, like the one tested at Part-Dieu, will be installed in other stations.


The sale of tickets on the bus will always be impossible. Over 300 agents will ensure compliance with measurements and physical distances. Disinfection is also planned a minimum of twice a day on buses, metro and tram.

Also on the program: instructions broadcast by loudspeakers, signage on the ground, different tram stops for getting on and off in major stations. For the moment, there is no need for an employer’s certificate to use the network during rush hour as in Paris, a situation likely to change. Please note that the night offer (metro until 2 a.m. and Full Moon lines) will remain suspended.


In stations and trains, wearing a mask is also compulsory. One TER out of two runs on average from Monday. The SNCF judges that it will cover 65% of its lines as of this Monday, and for some 100% (Lyon-Saint-Etienne, Lyon Grenoble, etc.). As for school transport provided by the Region, it resumes on May 12; the community having specified that protective masks would be provided to children over six years of age and that an escort would be placed in all vehicles that would accommodate more than ten children.

Markets: authorized but under surveillance

The prefect of the Rhône and the region Pascal Mailhos repeated the government instruction on Friday: authorization is now the rule, and prohibition the exception. And this applies to the whole department. In Lyon, everything is a little more complex: thirteen food markets have already taken over on May 4, and the town hall observes without surprise “a significant concentration of consumers”. Ten priority markets will be reinstalled on Monday. The Prefect does not rule out prohibiting it again in the event of crowds and non-compliance with health rules.


Shops: return to normal except in Part-Dieu

Shops can reopen on Monday, including the department’s large shopping centers over which there was doubt, who communicated about their reopening last weekend (Confluence, Carré de Soie). For Part-Dieu, the Prefecture did not authorize the reopening, according to the communication from the shopping center on Sunday. It is therefore only essential stores that will remain open and “the reopening of stores outside essential stores is postponed”. Other stores can open for order picking and restaurants for take-out or delivery.

Green spaces: parks, banks, gardens but not the beaches

As for the spaces managed by the Metropolis, new ones will be accessible: the banks of the Rhône and Saône, as well as the parks of Parilly and Lacroix-Laval. The Miribel-Jonage facility will also open, but the beaches and water bodies will be closed.

The parks, squares and gardens managed by the City of Lyon will gradually reopen, the playgrounds and fitness areas remaining closed. The Tête d’Or will reopen on Wednesday, but access to the zoo, botanical garden and children’s games will remain inaccessible.

Recycling centers: in the Metropolis, even and odd

The recycling centers, already reopened by certain inter-municipal authorities in the Rhône with restrictions, will all welcome the public again on Monday, with the exception of the one in Vénissieux. Those of the Metropolis allow access to even-numbered vehicles on even days, and to odd-numbered vehicles on odd days. The number of vehicles and people present on the platform will be limited. Please note, there are rules to be observed: proof of compulsory domicile (in one of the 59 municipalities of the Metropolis), no aid provided for heavy waste (coming in pairs, therefore), wearing of a mask and gloves is compulsory. Outside mainland France, the rules depend on the communities of municipalities.

Administrative procedures: the prefecture resumes on Wednesday

The Rhône prefecture gradually welcomes its users from Wednesday May 13 , only by appointment and upon presentation of a notice. As of May 13, the registration of asylum applications will again be possible. For applicants under the Dublin procedure, it will be “in the coming weeks”. Finally, it will be necessary to wait until June 14 for any other procedure linked to the stay of foreigners or access to French nationality.

For other procedures, contact your town hall. That of Lyon has not, for the moment, communicated on a reopening.

Parking, cemeteries, cults

In Lyon, the parking remains free until the end of June but only for residents. In Villeurbanne, free until August 31.

The cemeteries are open to the public. For burials, the limit remains at twenty people.

About the places of worship remember that the government has – for the moment – not deviated: no religious celebrations before June 2. The site of the Fourvière basilica, the esplanade and its gardens will be available again this Tuesday, May 12.

Note that bars, cafes, restaurants, nightclubs, cinemas remain closed. Individual sports are allowed, but the gyms are closed, as are the swimming pools.

In Lyon, theaters and large museums remain closed (Musée des Confluence and Musée des Beaux-Arts) while small museums can reopen. Mediatheques and libraries can also reopen (inquire at its intercommunality). In large cities – Lyon, Villeurbanne, for example – the opening takes longer. A plan for the gradual resumption of activities – not yet communicated – is under consideration for the Lyon municipal library network.

Communities: the mask race

Between communities, this is the race that announces the most masks. Distribution, on the other hand, is more complicated. The Auvergne Rhône-Alpes region is committed to providing 9 million masks in reusable fabrics meeting Afnor standards to its inhabitants. Distribution began on Saturday in municipalities with less than 2,000 inhabitants. From Wednesday, it will be municipalities with less than 5,000 inhabitants. Those of less than 10,000 will come on Saturday May 16, and finally the other larger cities from May 18. Tests are still in progress to see if they can withstand 50 or even 100 washes.

After announcing an order for two million masks for its residents, the Métropole de Lyon has finally promised 1.4 million, and not all of them have been delivered. Distribution is provided by the municipalities. The City of Lyon has announced the order of 1.5 million Afnor certified masks for the general public. Distribution started last week for fragile and isolated audiences. For the others, it begins this Monday, May 11, after registration on the online platform and making an appointment at fifteen distribution points. The platform is, as expected, saturated. Sunday late afternoon, for many drop-off points, there were no possible meetings until the week of May 25.

Municipalities have also ordered masks for their part (non-exhaustive list: Vaulx-en-Velin, Villeurbanne, Caluire, Bron, Saint-Priest, Vénissieux, Rillieux-la-Pape, etc.); just like certain inter-municipalities of the department ( Urban community of western Rhone , Community of communes Saône Beaujolais…).


Bike place

Will citizens rush to their cars to escape public transport? To try to get around this pitfall, the Métropole de Lyon bets on cycling. The community has announced new bike paths: they say 12 km must be ready by May 11, 45 km by June 2, and 77 km by September 4.

In parallel, eleven additional bus lanes will be open to cyclists on May 11, 3,000 temporary hoops will be installed, which will bring their number to 20,000 in the agglomeration, the premium for the purchase of an electrically assisted bicycle will be increased to € 500, and secure temporary parks will be created, as will new spaces in existing car parks.

Other ideas are being considered (widening sidewalks, creating new 30 zones, pedestrianization of certain zones).
