Debt advice in Bremen is to be strengthened against the background of the pandemic. A draft for the Senate is currently being prepared in the house of Social Senator Anja Stahmann (Greens). Specifically, it is about expanding the range of preventive debt counseling. Artists, self-employed soloists and other groups should also be able to take advantage of the offer – presumably also students. The parliamentary groups of the SPD, the Left and the Greens had voted in a joint motion for such an expansion. In addition, there should be more money for the program. The department is trying to get funds from the Bremen Fund because Corona is expected to result in higher numbers of cases.

That would solve a problem. The social deputation recently decided that the debtors’ offices would get more money for advice: instead of 700 in the future, 1050 euros per case. Contact points have been calling for this increase for a long time because the flat rates have not yet covered the costs. The aftertaste of the increase was bitter at first: Despite an increase in the budget, fewer cases could have been financed because of the increase. The offer would have decreased by 100 consultations over the year – at a time when people are feeling losses due to Corona. Hopes therefore rested on more money from the fund.

An increase in the crisis? For some, that might sound strange, says Sandra Gillert from the Debt Counseling Center in Bremen. But without this step, according to their assessment, the consultants themselves would have got into trouble. “We’ve been talking about this for years,” says Gillert. If the rate had stayed with the number of cases increasing at the same time? “Then all the advice centers in Bremen would have faced financial disaster and had to close.” Because of the underfunding, the Inner Mission also had to close its longstanding debt counseling service.

That happened “with a heavy heart”, says Anke Mirsch from the Inner Mission. The offer ended in 2019. “The expansion comes too late for us.” This is now an important step – especially in Bremen. “Debt advice should be quickly and easily accessible,” emphasized the spokeswoman. At best, even schoolchildren should learn how easy it is to fall into the debt trap.

In the past, employees would have absorbed a lot through their commitment, sometimes working overtime free of charge. “When someone tells that the account is blocked, many advisors don’t like to open the door just because there is no money for the help.” The expert is a consultant at the Hanseatic Debt Advisory Service.

The preventive debt counseling is a voluntary aid provided by Bremen. So far, it has been aimed at people with little income and recipients of unemployment benefit I. Those affected pay a one-off lower personal contribution. Gillert welcomes the fact that an expansion of the group of people is planned. “There are always cases that people come to us for whom this advice is actually not available.” Self-employed people and students were one of them. “I assume that more and more self-employed people will come to the advice centers. We are slowly noticing that people are reaching their limits. ”The consultation could take four to five months if it was done quickly. “But we also have cases that last five years.” Because of Corona, there have not yet been any long waiting times. But Gillert expects an increase: “I strongly suspect that there will really be something in store for us.”

Gillert speaks so far of a rather restrictive interpretation of the job center – for example, if there are addictions or little knowledge of German. However, postponement does not make sense. “The debts are there at the moment. Maybe the account will be compromised. You should tackle that immediately, ”says Gillert. Debt did something to a person and often led to health problems. “It is not uncommon that I hear from those seeking advice that they are no longer able to open the mailbox because it is already overflowing.”

There are also black sheep among the debt counseling services. Expert Sandra Gillert warns that some people are taking advantage of people’s plight. “Lately I have repeatedly had cases where online offers have been used. You really have to be very careful. ”She has often heard that people seeking advice then pay in an amount every month. They assumed that this would repay debts. However: “In reality, a very high cost factor is in the foreground for the consultant.” Sometimes it takes two to three years before those affected are surprised that hardly anything has been paid off of the debts. “There is still business being done with the need. That is really bad. “

On the website of the specialist center for debt advice in Bremen (www.fsb-bremen.de) there is an overview of the contact points. “Those seeking advice can find social and, above all, serious debt advice there,” says Gillert. The specialist center supports consultants in their work, offers further training and is in exchange nationwide. In May, it co-organized the annual conference of the federal debt counseling group – partly on site in Bremen and online.
