Exit restrictions in corona hotspots are intended to contain the pandemic. Corresponding plans have already been made known, they have now been announced on Friday.

The Baden-Württemberg state government has issued requirements for so-called corona hotspots. This was announced by a government spokesman on Friday. They apply to regions with “particularly extreme levels of infection”. These are present at a seven-day incidence of over 200 new infections per 100,000 inhabitants in the past three days. More stricter measures must now come into force here than are already valid in the general Corona regulation. A “diffuse infection process” should also be the condition.

According to the daily updated infection figures from the State Ministry of Health on Friday, the city districts of Mannheim, Pforzheim, Heilbronn and the district of Lörrach exceeded the critical mark of 200 new infections per 100,000 inhabitants per week. The country expects the new rules to be implemented within the next week.

In view of the high number of corona infections, the state government announced nightly exit restrictions for particularly affected districts on Thursday. As a result, individual districts in Baden-Württemberg had tightened their requirements for the population. In Mannheim, a night-time exit restriction will come into force on Saturday night.

Which exit restrictions have been decided?

  • Such exit restrictions between 9 p.m. and 5 a.m. are now ordered for regions that exceed the incidence value for three days. Exceptions are then only possible, for example, for professional activities and visits to the doctor – or for walking.
  • Only people from two households are allowed to meet in public and private spaces, but no more than five people. Children of the respective household up to the age of 14 are exempt from this. Straight relatives, spouses, partners or cohabiting partners who are not part of these households are no longer allowed to attend meetings. This regulation could make many Christmas get-togethers difficult or even impossible.
  • All events are prohibited in the hotspots, with the exception of religious, religious and ideological communities for the practice of religion. However, these must comply with the applicable hygiene conditions.
  • Hairdressers, barbershops and tanning salons will also be closed.
  • The same applies to all sports facilities, swimming pools, indoor pools, thermal pools, fun pools and other pools. In contrast to the Corona regulation, school sports, for example, are also not possible.
  • If you want to visit relatives in the hospital, you can only do so with an FFP2 mask or with a negative antigen test. Medical treatments are still possible if necessary.
  • In addition, discount campaigns are banned in retail if it is to be expected that this will lead to a large number of people.

Five days in a row below 200 leads to the all-clear

The conditions for when the hotspot regulations can be lifted are also defined: as soon as the seven-day incidence value is below 200 for five consecutive days, the local authorities can withdraw the measures. The regions also have a back door: in individual cases and “in agreement with the Ministry of Social Affairs”, further exceptions are possible. The district of Tuttlingen and the Schwarzwald-Baar district, for example, had already announced that they saw no automatism for night exit restrictions – and criticized the state government.

The State Ministry expressed its amazement at the criticism from individual municipalities. In administrative matters, the districts are bound by instructions, it said. In addition, the procedure was coordinated with the municipal associations.

Community day supports government

He is aware that exit restrictions are a violent means, said the president of the community assembly, Roger Kehle. But there is no other option. The municipalities are now behind the compromise found. It is right that such measures should be struggled long and hard, since they are major cuts for the people in the country.

The district council also wants to support the exit restrictions. “The instruments envisaged in the Hotspot Decree are suitable for containing the infection process,” emphasized President Joachim Walter. “It is important in all of this that the decree contains an opening clause in order to be able to react to the on-site situation in agreement with the Ministry of Social Affairs.”
