the first Dpcm against the pandemic signed by Mario Draghi, will remain in force for a month, from 6 March to 6 April, including Easter, but there is no new premier to present it at a press conference, last night in the courtyard of Palazzo Chigi, as his predecessor, Giuseppe Conte, used to do it instead. In his place are the Minister of Health Roberto Speranza and the new minister of Regional Affairs, Mariastella Gelmini.
Speranza, who was already in the previous executive, says that with the new Dpcm it changes little: The division model of our country into areas that correspond in color is confirmed depending on the spread of Covid. Red, orange, yellow regions, therefore, where the measures will remain unchanged. And then there are the white areas, where the incidence of Covid is lower (so far only in Sardinia) but also here the events at risk of gatherings will remain suspended: fairs, congresses, discos and football matches with the public in the stadiums. On the other hand, drinks can be taken away from wine bars until 10pm, which is prohibited for bars after 6pm, as the Ministry of Health specified in the evening. On-site consumption is prohibited.
Masks, spacing: in short, almost all unchanged, because also the guiding principle of the new government – says Speranza – is the protection of health: to restart the country, it is necessary to win the health battle, the first brick for reconstruction. The new minister Gelmini of Forza Italia, on the other hand, is keen to point out some points of discontinuity with respect to the decrees of Giuseppe Conte: This is not a last minute Dpcm, the draft ready last Friday. And also based on the maximum possible sharing. With the Parliament, the Regions, the Provinces and the Municipalities …. Above all, the Dpcm that clarifies what will happen now in schools, struggling with the variants of the virus. And then: In the red area, schools of all levels will have distance learning, says Speranza. But schools also closed in all territories (including orange ones) where the incidence rate of the virus will be equal to or greater than 250 infections per 100,000 inhabitants for seven days. But Antonio Decaro, president of Anci, the association of municipalities, is not there: With one hand the schools are closed and with the other the ban on take-out after 6 pm is eliminated, thus favoring the gatherings of children in the nightlife places. That’s not right.
At the presentation of the Dpcm there were also the president of the ISS Silvio Brusaferro and the president of the Superior Health Council, Franco Locatelli, who announced for today an important circular: subjects already infected with Covid will be inoculated in Italy only one dose of vaccine, sufficient to make them immune. Speranza and Gelmini also met the new head of Civil Protection Fabrizio Curcio and the new emergency commissioner, General Paolo Figliuolo. Both have just been appointed by Prime Minister Draghi to steer the vaccination campaign. Friday – concludes Gelmini – the first meeting on vaccines will take place with the Conference of Regions, Municipalities and Provinces. It will be an important moment to accelerate on the government’s main goal.
