Covid-19: Seine-Maritime in the red zone, what does that change?

The circulation of the virus is worrying in Seine-Maritime. The department turned red on Sunday September 6, 2020. This degradation leads to new health measures.

” The virus circulation in the department and in the Metropolis Rouen Normandy continues to evolve in a worrying way ”, indicates the prefecture of Seine-Maritime. The department is like this classified in red by public authorities, that is to say in an “active circulation zone of the virus” Covid-19. The decree was published on Sunday September 6, 2020 at Official newspaper. The Regional Health Agency (ARS) identifies in this territory, 57.2 cases per 100,000 inhabitants over seven rolling days and the positivity rate of 5.41%.

More restrictive measures

From Sunday, from new measures entered into force. In addition to the compulsory mask, “a minimum physical distance of one seat must be left between the seats occupied by each person or each group of less than ten people coming together or having booked together” in cinemas, theaters, performance halls, projection, audition or multipurpose rooms, sports halls, as well as stadiums and open fields. The same goes for marquees and tents.

The ARS asked “to continue to anticipate a possible increase in consultations in town, the number of emergency room visits and hospitalizations of symptomatic Covid-19 patients in establishments”.

“Much more restrictive measures in the near future”?

In addition, through this classification, the prefect has the possibility of taking “additional measures to restrict the movement of people or to suspend activities”. In addition, the State representative could decide to “temporarily close” certain places of reception of the public or of meetings.

Prefect Pierre-André Durand calls for the most civic behavior “in order to avoid having to take much more restrictive measures in the near future”. Sunday, six other departments were classified in “red zone”: Corse-du-Sud, Haute-Corse, Côte-d’Or, North, Bas-Rhin and Reunion.

Active circulation in young people

In a press release dated Friday, September 4, the ARS also recalled the worrying situation, especially among young people. In Normandy, the virus is actively circulating among 20-30 year olds. “This age group represents 30% of positive cases” in Normandy, while it only constitutes 10% of the population. From Monday, “screening operations on university campuses will also be carried out.”

In the agglomeration of Rouen, the obligation to wear a mask is no longer extended to the 71 municipalities, but has applied in 44 municipalities since September 4. Wearing a compulsory mask concerns all people over 11, from 7 a.m. to 2 a.m.

The continuation and extension of screening operations are the priorities of the public authorities. Several screening locations are accessible with or without an appointment in Normandy.
