Among the proposals is a proposal to limit gatherings at private events to a maximum of ten people and no more than two households at a time. The exception would be a funeral.

Experts also recommend restricting outdoor meetings, processions and pickets to no more than 50 people at a time. A similar regulation was already in place during the emergency in the spring.

Experts suggest that cultural, sporting, entertainment and religious venues, as well as catering establishments, could be allowed to start work no earlier than 6 and allow them to work no later than 7 p.m. In turn, public catering places after 19 may serve food only for take-away.

With the declaration of a state of emergency on weekends and public holidays, only food, optics, animal feed, hygiene and household goods stores, as well as construction goods stores could be allowed to operate in the country. The exception would also apply to pharmacies.

With regard to education in Latvia, it is proposed to continue the regulation currently in force until mid-November, ie full-time studies could be continued only in pre-school education and general basic education programs from 1st to 6th grade, as well as in the practical part of higher education and clinical practice in residency. training would continue remotely.

As at present, exceptions would apply to special education institutions and classes for students with severe intellectual disabilities.

Reirs also said that it was not yet possible to say exactly which sectors would receive support.

The finance minister also explained on Thursday that the state could pay for the first day of the employee’s sick leave.

Reirs said that a decision is currently being prepared, which will require the state to pay for the first day of the sick leave. According to the Minister, such a decision is planned to limit the spread of Covid-19, because currently, when the first day of sick leave is paid by the employer, employees with symptoms of the disease do not choose to go to the doctor.

Thus, if such a decision is made, the state will pay the sick leave for the first day, from the second to the ninth day – the entrepreneur, and from the tenth day – the state.

Under the current procedure, if the illness lasts for up to ten days, an incapacity for work certificate A is issued, which means that the sickness benefit is paid by the employer. On the other hand, for a period of illness exceeding ten days, an incapacity for work certificate B is awarded, for which sickness benefit is granted and paid for by the state.

The Ministry of Economics (MoE) encourages the state to fully compensate employees for incapacity for work, as well as to restore downtime benefits.

On Thursday, the Minister of Economics Jānis Vitenbergs (KPV LV) presented these two proposals to the working group for business and employment support chaired by the Minister of Finance.
