The government will introduce stricter entry controls from 26 November and open a corona passport scheme in municipalities with infection control measures.

Norwegian municipalities that have introduced infection control measures can now provide relief to those who have been fully vaccinated, have had an illness or have recently tested positive. The tool is the corona certificate that must be checked with a separate app.

This was announced by Minister of Health Ingvild Kjerkol (Labor Party) at a press conference on the corona situation on Friday.

It was also revealed here that everyone who travels to Norway from next Friday must register entrynorway.no. This also applies to Norwegians. There will also be more testing at the border.

Minister of Justice and Emergency Management Emilie Enger Mehl (Sp) presented new entry requirements at the press conference.

Here is the news at the press conference on Friday:

  • The government has decided to introduce stricter control requirements when entering Norway from 26 November.
  • If you come to Norway from this date, you must also register if you are Norwegian. This applies to both unvaccinated and vaccinated.
  • You are also required to show a corona certificate if requested by the police
  • The quarantine hotel scheme is continued as an offer.
  • The government reintroduces and expands the requirement for a negative test when entering Norway.
  • Exceptions for border control for commuters and diplomats are reintroduced, and the government says they will consider expanding this group.
  • Municipalities with infection control measures can now use a corona certificate to provide relief to fully vaccinated, those who have undergone illness and those who have been tested in the last 48 hours.
  • The precondition is that municipalities have made decisions about infection control measures.
  • A control app should be used to check if the certificate is valid.
  • Children under the age of 16 should not be checked.
  • The Minister of Health asks people to drop handshakes and urges people who are ill to stay at home and not go to work or school.

Tromsø may be the first out

– The regulation on the use of corona certificates domestically is clear, the government warns. This means that the municipalities that want to can use it soon. Tromsø municipality is among those who are first in the queue.

The government also warns of a tightening of entry measures and controls at the border.

– When we now introduce the strict new control requirements at the border, we can also follow advice to relax the entry restrictions. Anyone who complies with the Immigration Act on entry can travel here, said Minister of Justice Emilie Enger Mehl (Sp) at the press conference.

– We are still in a global pandemic, and everyone must follow the rules that have been set, she emphasized.

– The population must be prepared for the requirements for testing and quarantine to apply throughout the winter, said Minister of Health Ingvild Kjerkol (Labor) at the press conference on Friday.

– Drop the handshake

The Minister of Health encouraged most people to contribute to following the general infection control advice:

– It is not just the municipalities that have a job to do now. We all have that. We have stopped the wave of infection before. Now we have to do it with simple tools. Many have started shaking hands again. I would now urge everyone to drop the handshake, urged the Minister of Health.

She further emphasized that people who are or feel a little sick should stay at home.

– An encouragement to you who are a little sick and just need a trip to school or work: Now you just have to stay home, Kjerkol said.

– It may be relevant with stricter national measures to stop further increase in infection, but I hope we avoid it, Kjerkol said.

The Norwegian Directorate of Health had previously recommended the use of face masks indoors where it is not possible to keep a distance of one meter.

The Norwegian Directorate of Health also made a recommendation that the corona certificate can be used by fully vaccinated people over the age of 16, not partially vaccinated and that it can be used at events and restaurants, at fitness centers and in swimming pools. It emerged in the directorate’s professional basis for the government, NTB announced before the press conference.
