Coronavirus, displacements between Regions from June 3: «The rules to reopen everything»

June 3 is a key date in the phase 2 calendar, because if all goes well, the reopening of the borders between the Regions will start. It is an important and delicate goal, which worries the government and even more the governors: you can’t go wrong, you have to get there prepared and with all the monitoring data in order. The presidents of the Regions fear that the reopening of the May 18 increase the contagion curve and so have updated and integrated the Guidelines for all sectors. They approved them unanimously in the Conference of the Regions and on Friday they wrote to Prime Minister Giuseppe Conte and to ministers Roberto Speranza and Francesco Boccia. A half-page letter signed by President Stefano Bonaccini, asking for an “immediate confrontation” on the rules for restarting cinema and live entertainment and services for children and adolescents. And they urge the government to formalize the decisions taken: “For a coherent coordination of the texts, I ask you to proceed quickly with the updating of the Dpcm of May 17th 2020 for the purpose of publication in the Official Journal “.

Movements between Regions

The goal is the free movement expected from Monday 3 June, crucial for the restarting of the economy and tourism. The decree approved by the government provides that the restrictions on travel between the Regions will fall in the aftermath of Republic Day, but in these hours no minister is unbalanced in confirming the free-all. In order for the reopening of regional borders to take place without risk, the level of contagion remain the same as this week, therefore equal among all areas of Italy. Minister Boccia himself confirmed it to TG1 yesterday evening: «The criterion for the reopening will be the number of infections. So far we are getting extraordinary results thanks to the sacrifices made by the Italians. We hope that there is a low risk throughout Italy otherwise it will be inevitable to take the time you need. On Wednesday, Thursday and Friday, Minister Speranza will make his assessments and then there will be a CDM for a final assessment on mobility between the regions “. From here to Friday we will evaluate the progress of the data to intervene promptly and avoid creating imbalances. And above all the appeals will be renewed avoid gatherings or in any case situations that could increase contagions again. “Without the first data after May 18, no assessment is realistic – Hope calls for caution – The data after May 4, which is now consolidating, is encouraging”. But according to the Minister of Health on May 18, the day they raised the shutters of shops, bars and restaurants, “it is much more demanding in terms of new possibilities of contagion”.

More restrictions

The 36 pages of the document with the new guidelines are preceded by a paragraph entitled “Purpose and general principles“In which the Presidents of the Regions clarify that” on the basis of the evolution of the epidemiological scenario, the indicated measures can be reshaped, even in a more restrictive sense “. The Technical Scientific Committee meets on Monday to analyze what has happened so far, examine the data relating to the various sectors that have reopened and determine whether there are “corrections” to be made. But the key day will be Friday May 29th. Monitoring of the Ministry of Health will arrive on that day with data on the contagions Region by Region and the state of the health structures and it is on the basis of those numbers that the government will decide whether or not to confirm the reopening of the borders on 3 June. Three options that Conte and the ministers are evaluating: open on a national scale as planned, differentiate between Regions, or, obviously hoping that it is not necessary, create “red zones” or prevent entry to those arriving from Regions that have no equal contagion or allow it only to neighboring ones. Hypotheses still on the carpet, including that it is the governors themselves who place limitations (mandatory quarantine or serological test carried out in the last week) for non-residents.

No card games

The Regions document includes guidelines for campsites and recreational clubs. To ensure the safety distance between people of at least one meter (2 in case of physical activity) the spaces and paths must be reorganized. The temperature at the entrance may be detected and outdoor activities and “small groups of people” will be preferred. If you play petanque, table tennis or billiards you have to disinfect your hands and sanitize objects, such as rackets and balls. The play of cards is forbidden, because it is not possible to disinfect them at every turn.

Shops and clothes

The novelty is the rules to be respected when touching the goods, for example to feel the consistency of a fabric or to view an object. «In the case of purchases with independent choice and handling of the product by the customer, hand disinfection must be made mandatory before handling the goods. Alternatively, disposable gloves to be used compulsorily must be available to customers ». Outdoor markets must also comply with anti-virus regulations, which could penalize flea markets. In fact, the document of the Regions reads: “If the opportunity arises, the Municipalities will also be able to consider suspending the sale of used goods”.
