These should be made “only for necessary purposes such as compulsory business trips”.
Confusion about accommodation bans
This will remove the nationwide patchwork of the controversial ban on accommodation from November and replace it with a general ban on overnight stays for tourist trips. According to BILD, the population is also called upon to refrain from “unnecessary” private travel. This also applies to visits by relatives.
In addition, all restaurants and bars in Germany are to close from November 2nd. Leisure, sports and cultural facilities must also close.

Where is the ban on accommodation currently still in force and where not?
The ban on accommodation is still valid nationwide – but in addition to Rhineland-Palatinate, North Rhine-Westphalia, Bremen, Thuringia and Berlin have not been involved from the start. The ban also expired on October 16 in Bavaria and on October 19 in Hesse. Baden-Württemberg, Lower Saxony, Brandenburg, Thuringia, Saarland, Hesse, Mecklenburg-Western Pomerania, Schleswig-Holstein and Saxony have already overturned the ban on accommodation.

Berlin

Brandenburg

Hamburg
Overnight guests must confirm in writing that they have not stayed in a domestic risk area in the previous 14 days. Guests from such areas can stay overnight if they present a negative test result, which must not be older than 48 hours. In the event of violations, the owners of accommodation establishments face a fine of 500 to 1000 euros.
In Hamburg there is also a curfew from 11 p.m. to 5 a.m., and alcoholic beverages cannot be sold during this period.
Hessen
Travelers from domestic risk areas are allowed to spend the night in Hessen without having to show a negative Corona test.
Mecklenburg-Western Pomerania
After two urgent applications from hotel companies, the ban on accommodation in Mecklenburg-Western Pomerania was overturned by the court.

Lower Saxony
Entry within Germany is not restricted. There are also no quarantine requirements for German risk areas.
The general ban on overnight stays for guests from domestic risk areas was declared illegal on Thursday (October 15) by the Lower Saxony Higher Administrative Court with immediate effect.
North Rhine-Westphalia
For the time being, there are no accommodation bans for holidaymakers from inner-German Corona hotspots. North Rhine-Westphalia Prime Minister Armin Laschet (CDU) spoke out publicly against such a regulation. For this, however, travelers should note the curfew, which applies in NRW from 11pm to 6am.
Rhineland-Palatinate
The ban on accommodation no longer applies in Rhainland-Palatinate.
Saarland
Travelers from risk areas who want to spend the night in Saarland no longer have to show a negative corona test.
Saxony
No quarantine is currently being ordered for travelers from domestic risk areas. From Saturday, October 17th, the ban on accommodation no longer applies here.
Saxony-Anhalt
Travelers from risk areas are not allowed to spend the night in hotels etc. in Saxony-Anhalt for tourist purposes. However, if the guest can present a negative corona test, entry is permitted.
Schleswig-Holstein
