If the number of new infections is significantly lower, the country wants to be prepared and relax corona rules as soon as possible. To this end, the Jamaica coalition is planning a strategy that could serve as an example.
The heads of the state government in Schleswig-Holstein have agreed on the first cornerstones of a strategy in the event that the infection process subsides and makes the first easing possible. “The people in the country need a perspective on how things will continue,” said Prime Minister Daniel Günther (CDU) on Friday after talks with Finance Minister Monika Heinold (Greens) and Health Minister Heiner Garg (FDP) as well as the government’s expert council. The areas of education and daycare centers should therefore have priority.

Garg: step by step back to normal
A cabinet meeting is planned for next Tuesday (January 26th), at which perspectives for restaurants, hotels, retail and cultural institutions are also to be named. Health Minister Garg emphasized that “normality should be regained step by step” on the basis of clearly formulated criteria. It is important that the government gives hope and guidance, said Finance Minister Heinold. What is needed is a nationwide step-by-step plan for which the Jamaica coalition is developing a proposal.
Strategy linked to incidence value
Schleswig-Holstein is planning relaxation levels for various areas of economic and social life, which should depend on the respective incidence values of the districts or urban districts. The prerequisite for the opening steps is that a certain incidence value, i.e. the number of new infections per 100,000 inhabitants over a period of seven days, has not been reached. If this value remains stable for 14 days or if it continues to decline, further easing could follow. It has apparently not yet been determined which specific incidence values should apply as thresholds for the opening steps. Other factors could include the utilization of the intensive care bed capacities, the so-called reproductive value and, in the future, the vaccination rate, said Prime Minister Günther.
Approval for the planned strategy of the state government comes from the SPD state parliamentary group. He welcomed the fact that the Jamaica coalition was moving in the direction of an incidence traffic light demanded by the SPD, said opposition leader Stegner. Citizens’ consent is only given in the case of transparent and comprehensible measures.
