The state of Lower Saxony wants to loosen the corona restrictions further – possibly as early as the weekend. The reason is the positive development of the infection situation.
Corresponding changes in the Corona regulation – including loosening of the contact restrictions and simplifications in the area of gastronomy – are in the works, said government spokeswoman Anke Pörksen on Tuesday in the weekly press conference of the Corona crisis team. You can’t promise it’ll work out before the weekend. But: “We are aware that there is a lot of catching up to do in the area of private contacts and celebrations,” said Poerksen. The draft of the new regulation is to be presented for consultation on Wednesday and then revised. The current regulation actually applies until June 24th.

Hardship regulation and relief
Accordingly, the country plans to loosen further at an incidence of less than 10. In the private area, 25 people are likely to meet inside and 50 outside. At weddings and similar celebrations, there should no longer be any limit to the number of participants. Something should also change for hotel guests – they only have to present a negative test on arrival. In addition, a hardship regulation is planned: It should apply to districts whose incidences are increasing, but can be clearly defined and epidemiologically do not justify a leap to the next level.
The number of new infections has fallen continuously
The background to the announced relief is the positive development in terms of the corona numbers. That said Claudia Schröder, deputy head of the Corona crisis team. In the past few weeks, the number of new infections has fallen continuously. With Delmenhorst, only one municipality currently exceeds the incidence of 35. In addition, there are “clear signs” that the tendency in the infection process is “becoming extremely positive,” said Schröder.
Schröder: Vaccination protects against a severe course
Schröder also defended the plans against the background of the delta variant of the virus, which originally appeared in India and which has already been detected in Lower Saxony. Compared to the past, there are more instruments available. In addition to tests, Schröder particularly emphasized vaccination. With all variants known to date, this would protect against a severe course of Covid 19 disease.
Almost 50 percent have been vaccinated for the first time
Lower Saxony is also on the right track when it comes to vaccination, said Schröder. 49.4 percent of Lower Saxony have now received at least one vaccination, the state is above the national average, said Schröder. In addition, 25.9 percent of the people in the country already have full vaccination protection. The aim is herd immunity. For this, at least 75 percent of the population would have to be vaccinated, so Schröder.
Priesemann: The vaccination progress is significant
The Göttingen researcher Viola Priesemann had on Monday in Interview with the “topics of the day” highlighted the importance of vaccination progress. To repeal all measures, about 70 percent effective vaccination protection is needed in the summer, said the physicist, who creates model calculations for the course of the corona pandemic. For the winter, 80 percent or more are needed. This is dependent on possible variants of the virus. However, you can use the precautionary measures such as distance and hygiene rules, wearing masks, ventilation and the corona warning app, depending on the development of the vaccination rate.
“Question of fairness”

With increasing vaccination numbers, it will become easier step by step to contain the pandemic, said Priesemann. As long as not all people have a vaccination offer, it is a “question of fairness” to keep the number of cases low. This is important so that people who have to wait longer for a vaccination are not exposed to the risk of corona infection. If at some point everyone has a vaccination offer, you have to reassess the situation and consider whether the restrictive measures can be lifted completely, said the physicist.
Greens warn of fourth wave
The Greens were critical of the easing plans of Lower Saxony’s state government that became known on Monday evening. That could bring a hard awakening in the fourth wave, said parliamentary group leader Julia Willie Hamburg. The low numbers allow more freedom, says the Green MP. But loosening too much and wrongly can be a short pleasure. Distance, masks and testing are practiced rules that secure the freedom that has been gained.
Approval from FDP and Dehoga
The FDP in the state parliament, on the other hand, welcomes the plans. However, it must be ensured that the new rules would not be cashed in again, said parliamentary group leader Stefan Birkner. There was more than enough time to plan and formulate the next steps extensively. The hotel and restaurant association (Dehoga) also rates the announcement positively. This would fix some weaknesses in the currently applicable rules, says managing director Rainer Balke.
Masks could be dispensed with outdoors, but not indoors. The opposition can live with Weil’s cautious course. (14.06.2021) more
