This emerges from an updated draft resolution for the talks between the Prime Minister and Chancellor Angela Merkel (CDU) this Wednesday afternoon. The paper bears the time 7.30 a.m. as it was said, it was sent by the Chancellery, but has not yet been agreed with all countries in advance.

There should still be a lot of discussions about the individual opening steps and how they are designed. Final decisions are only expected at the end of the federal-state talks. So far, wider openings had only been promised for regions in which the seven-day incidence is below 35: According to the draft, retailers are to be opened there with a restriction on the number of customers depending on the sales area, as well as museums, galleries, zoological and botanical gardens and non-contact outdoor sports in small groups of up to ten people.

Restricted openings below the 100 mark

According to the updated draft, there could now be restricted openings even in regions in which only the 100 mark is undercut. In addition to appointment shopping offers, museums, galleries, zoological and botanical gardens could then also be opened “for visitors who have booked an appointment in advance”. Likewise, “individual sport alone or in pairs and sport in groups of up to ten children up to 14 years in the outdoor area” could also be permitted.

The planned regulations for companies in the test strategy have been defused in the new version. There is no longer any question of an obligation for companies to offer free rapid tests to those employees who are present. Rather, the federal government will have a final consultation with the business community this week. On the previous evening, Merkel had consultations with leading business associations on this issue, among other things.

Citizens should also soon be able to take at least one free corona rapid test per week – the federal government will bear the costs: This is also provided for in the updated draft resolution. In an earlier version, consideration was given to offering two free rapid tests per week. Now there is talk of “at least” one test per week. This offer should be made “to all asymptomatic citizens”, it says in the new paper. It should be possible to carry out the tests in communal test centers, but also by doctors in private practice.

Precise specifications for “emergency brake”

The updated draft resolution now also provides exact specifications for an emergency braking mechanism in order to return to stricter contact restrictions in the event of an increase in the number of infections. The emergency brake should be pulled if the seven-day incidence rises above a hundred for three consecutive days, the draft says. Then the previously valid contact restrictions should come into force “from the second following working day”. This would limit the possibility of private get-togethers to one’s own household and one other person. Children up to 14 years are not counted. In general, according to the draft, the federal and state governments plan to relax the private contact restrictions as early as Monday: Then up to five people from two households will be able to meet.
