COMMUNITIES: Christophe Avena regrets “the unilateral aspect” of the Assises des Departements de France

“We have most often attended a lecture by liberal and conservative professors,” said the president of the opposition group to the departmental council of Côte-d’Or.

On December 1, 2 and 3, the Assises of the Assembly of French Departments were held in Bourg-en-Bresse. During this event, which offered the opportunity to interact with departmental Councilors from all over France, the Côte-d’Or Terres d’avenir group was very well represented. Overall, however, disappointment dominated at the end of this meeting.

We can certainly agree with the representatives of the Right-wing departments on certain points, such as the need to rethink the finances of the departments. In the current situation, in fact, the fiscal autonomy of our local authorities is not guaranteed, it seems difficult to contemplate the future with serenity.

However, we cannot subscribe to all the comments made during the various round tables of these meetings.

On the form first of all, we deplore the unilateral aspect of the meetings, with right-wing Presidents and guests who speak, departmental advisers who listen without being given the opportunity to participate. We were promised consultation and collaboration from all, we most often attended a lecture by liberal and conservative professors. The lack of diversity and the absence of women among the speakers also appeared to us to be very problematic.

Basically, then, we have heard too little about the ecological and energy transition, while local communities must be at the forefront on this subject at a time of major climate challenges.

We have heard too little about participatory democracy at a time when citizens legitimately ask to be listened to and heard.

We have heard too little about the necessary solidarity between rural and urban territories, too often wrongly opposed. If “urban exodus”, widely highlighted by the various stakeholders, is a reality in Paris and Marseille, it does not concern human-sized metropolises such as Dijon and Besançon.

Finally, we have heard too little about humans and the fight against precariousness. The proposal to experiment with a universal income for young people, defended by the departmental left, was again rejected without appeal by the Prime Minister, we deplore it.

Following these meetings, and while the vote on the 2022 budget will soon be debated at the departmental assembly, we will be attentive to the majority’s proposals and will make our own proposals for all the inhabitants of the Côte-d’Or. We hope that the co-construction with the State, so dear to François Sauvadet President of the ADF, will result, for François Sauvadet President of the Departmental Council of Côte-d’Or, in co-construction with the departmental opposition.
