Classes with 15 pupils
An amendment approved in the V Budget Committee provides that, by way of derogation from the minimum limit of pupils, elementary school classes may also have fewer than 15 children. The derogation from the limit may also occur in other orders and degrees of education.
The changes are strictly connected to the indications of the guidelines on how to return in September.
Organic increase
The same approved text allows, also in the context of the health emergency, an increase in temporary assignments for both teachers and Ata staff. These are time contracts that would cease, in the event of a stop to lessons in attendance following the worsening of the spread of Covid.
The amendment does not indicate a minimum or maximum number, nor ceilings for hiring expenses. The Minister, however, indicated the potential for temporary hiring at 50,000. “We will need more teachers and non-teaching staff. We can hire up to 50,000 teachers and temporary ATAs.“He said
Scrutinies by the end of lessons
In addition, the amendment provides for schools to complete the scrutiny operations by the end of the lessons. Exclusive indication for the school year 2020/21
The text of the amendment
1. In order to allow the start and development of the 2020/2021 school year in compliance with the measures to contain the epidemiological emergency from COVID-19, by order of the Minister of Education, in consultation with the Minister of Economy and finances, measures are also adopted, notwithstanding the provisions in force, aimed at authorizing the managers of the regional school offices, within the limits of the resources referred to in paragraph 2, to:
a) derogate, in only the cases necessary to comply with the measures referred to in the paragraph where it is not possible to proceed differently, to the minimum and maximum number of students per class, for each order and degree of education, from the regulation referred to in the decree of President of the Republic March 20, 2009, n. 81;
b) activate additional temporary positions of teaching and administrative, technical and auxiliary staff (ATA) for a fixed period from the starting date of the lessons or from taking service until the end of the lessons, not available for assignments and uses of duration temporary. In the event of suspension of activity in the presence, the relative employment contracts are considered terminated for just cause, without the right to any compensation;
c) foresee, for the 2020/2021 school year, the conclusion of the ballots by the end of the lessons.
3. The Ministry of Education, by May 31, 2021, will monitor the expenses referred to in paragraph 2 for teaching staff and ATA, communicating the relevant results to the Ministry of Economy and Finance – Department of State General Accounting , within the following month. Any savings are paid at the entrance of the state budget and are intended for the improvement of public finance balances.
