City of Vienna: 200 euros flat-rate housing allowance for 245,000 Viennese from September 2023 | PID press

Resolution in the state parliament on June 21. Payment is completely automatic.

Vienna (OTS) After the resolution in the municipal council committee for housing, housing construction, urban renewal and women on June 3, 2023, the next resolution in the municipal council committee for social affairs, health and sport is due on June 5, 2023 and will bring a new support service for around 245,000 Viennese, who from are particularly affected by the increased housing costs: the Viennese housing cost flat rate 23.

“Thanks to social housing, rents in Vienna are cheap compared to many international metropolises. However, the rise in prices – especially on the private housing market – is also noticeable here. Because the federal government failed to take sustainable measures such as rent control. That’s why we have put together our own package for affordable housing in Vienna. This is how we support all those who urgently need this support now.”according to Mayor Michael Ludwig.

“Inflation in Austria remains at a very high level. This means that the costs for energy, food and housing continue to rise sharply. We know that inflation hits those on the lowest incomes hardest. That is why we are again supporting the Viennese quickly and without any bureaucracy with another fully automated support service. Solidarity is the top priority in Vienna. When you are faced with a common challenge, you are not simply ‘lucky’ or ‘unlucky’, we tackle this together. I promise the people of Vienna that we will stand side by side as long as it is necessary.”according to City Councilor for Social Affairs Peter Hacker.

“With the housing bonus and the housing support flat rate, the City of Vienna is showing once again what it means to look closely, to provide support and to act in a socially responsible manner. In difficult times, Vienna’s dense network of social security needs to be tightened even more. This includes being there with tangible support and providing support when there is a risk of slipping into financial difficulties.”said Deputy Mayor and City Councilor for Housing, Kathrin Gaál.

“The most important thing in these challenging times is to give targeted support to those who need it most. That’s why we’re putting together another package with the flat-rate housing allowance so that the people of Vienna can get through this crisis safely. We can do this again unbureaucratically and with the greatest possible accuracy.”says Jörg Konrad, member of the Vienna State Parliament and municipal council and NEOS spokesman for transparency, social affairs, security and human resources.

“In order to be able to implement the support services to cushion inflation in an audit-proof manner and at the same time quickly for the citizens of Vienna, we have broken new ground in the administration. The heavily IT-supported processes were designed to achieve completion times of 2-3 days for hundreds of thousands of supports. We have placed a special focus on simplicity. Low-threshold access to the services is also achieved through the support of partner organizations in the city.”according to Agnes Berlakovich, head of Municipal Department 40.

200 euros will be paid out unbureaucratically and without an application in September 2023

With the Vienna Housing Support Flat Rate 23, Viennese recipients of minimum security, recipients of benefits under the Unemployment Insurance Act (emergency assistance, unemployment benefit, etc.), recipients of housing assistance and recipients of compensatory allowances will receive a one-time support of 200 euros from September 2023. Around 245,000 Viennese people benefit directly from this in the federal capital.

No separate application is required to receive this support service and it is processed by Municipal Department 40 (social, social and health law) or the pension insurance institutions on behalf of the City of Vienna. The transfer will take place fully automatically from September 2023. The data required for this will be sent to Municipal Department 40 by the Public Employment Service, the Austrian Health Insurance Fund and Municipal Department 50, among others, in order to be able to make the payments. The Pensionsversicherungsanstalt will make the payment on behalf of the City of Vienna. A budget volume of around 48 million euros is available for the Vienna housing allowance. In the session of the Vienna State Parliament on June 21, 2023, the final resolutions will be made to get the Viennese flat-rate housing allowance on track.

Calculation example: Part-time single parents and minimum income support of up to 1,600 euros

A single mother who only works part-time due to her care responsibilities and therefore has to top up her minimum income has been hit particularly hard by inflation. In the past twelve months, the City of Vienna has supported her several times in coping with the increased costs for housing and energy.

Support service 1: 200 euros energy cost flat rate 22
200 euros flat rate for energy costs to recipients of minimum income, a benefit from the Unemployment Insurance Act (e.g. unemployment benefit or emergency assistance), housing assistance and also to recipients of compensatory allowances. The flat-rate energy fee was paid out automatically and without an application at the end of June 2022.

Support 2: 100 euros extra support for single parents
For single parents from the group of the energy cost flat rate 22 there was an additional special support of 100 euros. This extra support was paid out in June 2022.

Support service 3: Up to 500 euros energy support plus to take over energy residues
Anyone who was no longer able to pay their energy bills or who already knew when they received the annual bill that they could not be paid can apply for Energy Support Plus. The City of Vienna takes on up to 500 euros of energy residues, which are transferred directly to the energy supplier. The application period runs until June 30, 2023.

Support service 4: 200 euros with the Vienna Energy Bonus 22
The Vienna Energy Bonus 22 was a support payment that was paid out to over 630,000 Viennese households by the end of March 2023. The only requirement, apart from an application, was compliance with the income limits of a maximum gross annual income of EUR 40,000 for one-person households and a maximum gross annual income of EUR 100,000 for multi-person households.

Support service 5: 200 euros with the Vienna Energy Bonus 23
With the energy bonus 23, the energy bonus 22 was reissued. Around 556,000 Viennese households received this support without further application to the account. The application deadline is currently June 30, 2023. The same income limits apply here as for the Energy Bonus 22.

Support service 6: 200 euros with the Vienna housing bonus 23
In July, one-person households with a maximum annual gross income of 40,000 euros in 2022 and multi-person households with a maximum annual gross income of 100,000 euros in 2022 will receive additional support of 200 euros. An application is required for this and up to 700,000 Viennese households will benefit from this.

Support service 7: 200 euros with the Vienna housing support flat rate 23
Viennese minimum income recipients, recipients of benefits from the Unemployment Insurance Act (emergency assistance, unemployment benefit), recipients of housing assistance and recipients of compensatory allowances will receive one-time support from September 2023, which will be paid out completely automatically.
