Cambodian Military Operative Detained in Chanthaburi, Suspected of Espionage
Chanthaburi, Thailand – July 29, 2025 – Thai military authorities in Chanthaburi Province have detained a 43-year-old Cambodian national, identified as Mr. Oeun Khoem, on suspicion of military espionage. The arrest,conducted by the Marine Corps Special Task Force,followed an investigation into Mr. Khoem’s activities and online presence.
Mr. Khoem, who holds a non-immigrant visa valid until March 11, 2027, was apprehended at his residence in Thap Sai Subdistrict, Pong Nam Ron District.The investigation, a joint effort involving the Pong Nam ron Police Station, Chanthaburi Provincial Immigration Police, and the Chanthaburi Provincial Investigation Division, was prompted by intelligence suggesting Mr. Khoem was acting as a Cambodian military spy.
Evidence cited in the investigation includes a Facebook post by Mr. Khoem featuring the phrase “Thailand Attacks Frist Cambodia Defends” alongside a photograph. Moreover, a Cambodian military uniform was reportedly discovered in a Mazda pickup truck registered in Chanthaburi, as well as at Mr. Khoem’s guesthouse.
Initial findings indicate that Mr. Khoem’s passport and visa are current and have not expired. His mobile phones have been seized and will be submitted to experts for a thorough examination of all data. Authorities are continuing their investigation into the matter.
During questioning, mr. Khoem allegedly confessed to being part of the Cambodian army’s military news unit, identifying himself as Lieutenant Colonel Kum-A, with personal identification number 157625. He admitted to gathering intelligence on the movements of military personnel in Thailand for dissemination to the Cambodian army, purportedly for use in conflicts with Thai soldiers.
This incident occurs against a backdrop of ongoing efforts to maintain peace and stability along the Thai-Cambodian border. Previous reports have detailed discussions between Thai and Cambodian military representatives aimed at de-escalating tensions and preventing further border incidents, following periods of heightened conflict.
