Calabria “yellow zone”, the regional council votes: “Mattarella intervene immediately otherwise we will proclaim it, do not sign the decree extending the commissioner”. Majority and minority after hours of discussion does not find a synthesis

The regional council at Palazzo Campanella a Reggio with a single point on the agenda: “Calabria yellow zone” After minute of silence to remember Jole Santelli, the discussion was bitter and harsh with vitriolic words against Prime Minister Conte, the now former Commissioner Cotticelli and Minister Speranza. At the end of the discussion, two motions were put to the vote (it was not possible to find a summary for a single document): one from the opposition and the other from the majority. The first is illustrated by the regional councilor Carlo Guccione: “we ask the Government to put in place clear interventions so that Calabria leaves the red zone in one week ”. Baldo Esposito, on the other hand, presented the majority motion: “the choice of the red zone is a hostile political act against our region which has no scientific basis and which is killing our already precarious economy. We ask that the yellow zone be established quickly, otherwise we will make a special ordinance. We also ask President Mattarella not to sign the Calabria Decree “. The majority motion passes with 20 votes in favor, while that of the minority is rejected with 7 votes in favor.

Below is the full text of the motion approved by the Regional Council of Calabria at the end of today’s session:

Given that

– the DPCM of 3 November 2020 and the ordinance of the Minister of Health n. 24 of 19-25 October – contain the new measures to combat and contain the emergency from Covid-19 – have identified three areas corresponding to as many critical levels of the Regions;

– that the Calabria Region has been included in the so-called Red Zone, with the highest criticality, which imposes heavy restrictions on individual freedoms and economic activities, through an almost total lockdown;

– that following the Prime Ministerial Decree of November 3, 2020, any movement in Calabria is prohibited, even within one’s own Municipality, at any time, except for reasons of work, necessity and health; movement from one Region to another and from one Municipality to another is prohibited;
– that the Prime Ministerial Decree of November 3, 2020 provides for the closure of bars and restaurants, 7 days a week, allowing only take-away and home delivery, as well as the closure of shops and beauty centers;
– that the restrictions also apply to all sports competitions, with the closure of museums, exhibitions, theaters, cinemas and gyms;
that distance education is provided for secondary school, for the second and third grade classes. Therefore, only preschools, elementary schools and junior high schools remain open. Universities closed.

Whereas

– the inclusion of Calabria in the Red Zone, dictated by a questionable reading of epidemiological data, constitutes a fatal blow to the regional economy which had managed with enormous sacrifices to resist the first wave of the virus, through the virtuous behavior of its citizens and to the self-denial of economic operators;

– that the decision of the Government appears, in the light of all the official data available to the Calabria Region, incomprehensible and meaningless, especially when compared to the assignment in the Yellow Zone of Regions, including southern regions, which have exceeded every level of guard;
– that the sudden decision of the Government has unleashed understandable social anger in the Region, which resulted in protests throughout the region which could multiply in days with serious effects also on the situation of public order;

Furthermore, considering that

– the partial reading by the Government of the epidemiological data referring to Calabria which to date continues to record the best relationships in the South and in Italy between the spread of the virus and the number of inhabitants;

– that the following latest weekly reports of the Ministry of Health, n. 22 (relating to the week 5-11 October 2020), n. 23 (relating to the week of 12-18 October), n. 24 8 relating to the week of October 19-25), indicate values ​​of the Rt indicator equal to 0.94, 1.29, 1.66. These do not integrate the conditions of Scenario 4 (corresponding to the Red Zone) provided for in the official document of the Ministry of Health: “Prevention and response to Covid-19: evolution of the strategy and planning in the transition phase for the autumn-winter period”, legally applicable to the current situation;

– that in Calabria the epidemiological situation updated to 6 November 2020 is the following:

– that the total number of Covid cases in our region 6714 of which 4456 active cases and 2258 closed cases (healed + deaths).

Of the 4456 active cases, 15 patients are hospitalized in intensive care, 212 patients are hospitalized in the wards, 4229 patients are in home isolation, 1974 are the patients recovered and 132 are the dead patients.

– that the cases are divided as follows by Province:

  • Reggio Calabria total cases 2589 of which 1819 active cases and 770 closed cases. Currently the province of Reggio Calabria has 29 deaths, 62 hospitalized in the ward, 6 in intensive care, 1751 in home isolation and 741 recovered.
  • Cosenza total cases 2058 of which 1379 active cases and 693 closed cases. Currently the province of Cosenza has 49 dead, 78 hospitalized in the ward, 4 in intensive care, 1297 in home isolation and 630 recovered.
  • Catanzaro total cases 1051 of which 693 active cases and 358 closed cases. Currently the province of Catanzaro has 40 deaths, 52 hospitalized in the ward, 5 in intensive care, 636 in home isolation and 329 recovered.
  • Crotone total cases 383 of which 222 active cases and 161 closed cases. Currently the province of Crotone has 6 deaths, 15 hospitalized in the ward, 0 in intensive care, 207 in home isolation and 155 recovered.
  • Vibo Valentia total cases 227 of which 101 active cases and 126 closed cases. Currently the province of Vibo Valentia counts 7 dead, 5 hospitalized in the ward, 0 in intensive care, 96 in home isolation and 119 recovered.

The total number of cases from outside the region and from abroad is 396 cases: 1 dead, 267 in home isolation and 128 recovered;

In particular:

– that in the “currently positive” / population ratio, in Calabria there is 1 case for every 534 inhabitants against 1/316 in Basilicata, 1/297 in Sicily and Puglia, 1/114 in Campania.

– that in the “total cases” / population ratio in Calabria there is 1 case for every 333 inhabitants against 1/219 in Basilicata, 1/200 in Sicily, 1/191 in Puglia, 1/88 in Campania.

– that in the “swabs / positive cases” ratio in Calabria there is 1 case for every 48 swabs performed against 1/42 of Basilicata, 1/28 of Sicily and Puglia, 1/15 of Campania.

– that the cure rate of Calabria “healed / total cases” is 35.4% against 32% in Puglia, 30% in Sicily, 28% in Basilicata, 21.3% in Campania;

– that the death rate “deceased / population” in Calabria is 2.07%, better than Sicily (2.2%), Basilicata (2.10%), Puglia (3.57%) and certainly far beyond below the national average (4.87%).

– that the partial and instrumental use of data referring to the so-called “resilience of the health system” which would have been a decisive element for the inclusion of the Red Zone.

Considering, also, that

– the very serious breaches of the National Government which for over 10 years has maintained absolute control and direct management of all the economic resources of the Regional Health System, emptying the Region of any competence or role;

– that the policies of the Government Commissioners who have followed one another up to now and who have pursued only the logic of horizontal cuts, drastically reducing the number of doctors, nurses, OSS in all Calabrian hospitals, with the simultaneous closure of departments and services in the area ;

– that the inertia of the current Commissioners had on the resources for the Covid-19 emergency (think of the 115,059,171.54 euros assigned with: DL n. 14/2020 equal to 21,104,026.00; DL n. 18/2020 equal to 23,981,850.00; DL n. 34/2020 equal to 54,715,667.00; DL n. 104/2020 equal to 15,257,628.54), millions of euros destined to Calabria without being able to raise the number of “intensive care” places and to increase the potential for performing tampons;

– that the “stubborn” decision of the national government to continue in the commissioner regime, keeping all managerial, programmatic and organizational functions for the next three years, severely hitting the autonomy of the Calabria Region which is definitively deprived of a competence established in the Constitution.

Given the above and considered

the President of the Regional Council and the Regional Council are asked to intervene immediately with the Honorable President of the Republic. Sergio Mattarella, in order not to promulgate the Calabria Decree.

Also

the FF President of the Regional Council and the Regional Council are asked to implement any useful, necessary and significant initiative aimed at the President of the Council of Ministers and the Minister of Health, also and above all in order to avoid the aggravation of social conflicts in the Region, aimed at reviewing, with extreme urgency, the decision to place the Calabria Red Zone through a new and more serene reading of the epidemiological data from which the inclusion between the Regions in the Yellow Zone may arise. Otherwise, the Regional Council invites the FF President of the Regional Council to evaluate the opportunity to decide with its own extraordinary ordinance which, in derogation from the ordinance of the Minister of Health of 4 November, “Further urgent measures regarding containment and management of the epidemiological emergency from Covid-19 “, orders the application to the Calabria Region of the conditions provided for by art. 1 of the Prime Ministerial Decree of November 3, 2020, and not those provided for by art. 3 of the Prime Minister’s Decree, without prejudice to any local restrictions, arranged following the evolution of the epidemiological emergency in progress “.
