Bonus babysitting, free for grandparents as long as they do not live together. Here are the rules for requesting it

Who can take advantage of the babysitting bonus allocated by the government for the emergency period? Make way for grandparents, as long as they don’t live together. And how do you request it? There is a need for registration of both parties (parents and babysitter) on the portal of the National Insurance Institute. Here are the instructions for the voucher for a maximum of 1,200 euros.

Clarifications on the possibility of requesting that the services of the so-called baby sitting vouchers implemented by the Cura Italia Decree, as renewed from May 19 from Relaunch Decree, arrived with an important INPS Circular, the number 73/2020.

Yes to the voucher for grandparents, as long as they do not live together

This has definitively confirmed, as already anticipated in the reply of 8 May, that the use of vouchers with the Family Booklet, to be spent only on the INPS portal, with a maximum value of 1,200 euros to be used for baby-sitting services from March 5 to July 31, 2020, can be legitimately addressed to their family members, such as -for example- the grandparents. In fact, thanks to an internal opinion of the Ministry of Labor, Inps clarified that in this case the presumption that family members can only provide free work and therefore not subject to compensation will not be applied, thus making the use of vouchers possible even for non-cohabiting family members.

The prohibition, on the other hand, exists for family members living with the requesting applicant; the voucher can never be used for the other person with parental responsibility (i.e. the other parent, even if not living together, or if separated or divorced). In any case, any family member, including grandparents, are excluded from the possibility of using the voucher in the case of cohabitation.

How to claim the bonus: parents and babysitters registered on the INPS portal

The parent who applies for the baby sitting bonus (now for a total of 30 days), must open his / her own INPS position with PIN or through an intermediary as a user of occasional work. The babysitter must also be registered on the Institute’s web portal

When the INPS communicates the successful outcome of the voucher application, within 15 days, the parent will receive the sum in the form of a voucher which he will ‘hook’ into his ‘Family Booklet’ profile. Registration can take place until 31 December 2020, but the services reported and paid through the INPS portal must be returned by the babysitter between 5 March and 31 July 2020.

There is no possibility of revocation or modification of the already recorded Family Book services, which automatically activate the payment of the babysitters and can no longer be changed.

The alternative of leave and summer camps

Baby sitting vouchers are alternatives to the covid-19 parental leave paid by Inps at 50% of the remuneration that had been allocated before for a total of 15 days, which was doubled by the relaunch decree for a total of 30 days (a regardless of the number of children) by household.

Parents who had already enjoyed the first 15 days may, following the clarifications that appeared with circular no. 73/2020, may request, again by 31 July 2020, a voucher with a residual value of 600 euros. The revival decree introduced, as an alternative to the family booklet, a bonus for enrollment in summer camps and / or supplementary services for children which will reimburse the requesting parent for a maximum value of 1,200 euros.
