Barcelona and Madrid aim to advance to phase 2 on Monday | Society

Madrid and Barcelona, ​​the hardest hit by the pandemic, aspire to reach phase 2 next Monday. The Generalitat will request that the Catalan capital and its metropolitan area – three unified health regions since Monday – pass phase 1 and reactivate mobility and its commercial activity a little more with table service in bars and more capacity in commercial premises. Catalonia will also request that the health region of Lleida advance to phase 2, anchored in phase 1 after registering several outbreaks. The Community of Madrid will do the same throughout its territory after two weeks in phase 1 and Castilla y León, also in the first step of the lack of confinement, will request to advance to the next stage.

At least eight communities aspire, in addition, to enter next Monday in phase 3 of the de-escalation, the last step before reaching the so-called “new normality”. This phase, in addition to allowing the bar terraces to 75% of their capacity and consumption in the bar with the required security distance, gives the green light to family or friends gatherings of up to 20 people, to the wake for 50 people and weddings of up to 150 guests if they are outdoors (75 indoors). Shops, libraries, museums, zoos and shopping malls open at 40% or 50% of their capacity and there are no time slots for going out or doing sports. The Prime Minister, Pedro Sánchez, announced on Sunday that he will leave the management of this phase, including mobility skills, to the communities.

Andalusia. The Board will request that all its provinces go to phase 3 on Monday. This means that Malaga and Granada, more lagging in the de-escalation (they started phase 2 on Monday), would advance their pass to the next stage by a week.

Catalonia. The Government will request that Barcelona and its metropolitan area go to phase 2. Also, the Lleida health region, which stayed one more week in phase 1 after detecting outbreaks, will aspire to advance, although the Health Department conditions the final decision on the evolution of epidemiological indicators. “The situation has evolved well and it is considered that Lleida would be in a position to go to phase 2 as it has adequate diagnostic, healthcare and contact identification capabilities to control the epidemic,” Health justifies in a statement. PCR is being carried out “on the vast majority” of the suspects, the traceability of the cases is controlled and specific action plans have been put in place for the newly arrived population in the area to work on the fruit campaign, assures the Department. The Generalitat will also request that all Tarragona and the Lleida Pyrenees go to phase 3.

Madrid. The Community will request the pass to phase 2 again.

Valencian Community. The community has just debuted in phase 2 and the regional government has no plans to request a stage advance for next week.

Galicia. The Xunta will ask that all its territory go to phase 3 on Monday and insists that mobility between the four provinces must be allowed, a measure that the president, Alberto Núñez Feijóo (PP), will take as soon as the central Executive returns powers and command, a transfer scheduled precisely from next week. Feijóo claims that the borders with Portugal and Asturias, two territories with an epidemiological situation “compatible” with the Galician, are reopened, according to his words.

Castilla y León. Only the health area of ​​Bierzo (which includes the Leonese regions of El Bierzo and Laciana) has enjoyed phase 2 since yesterday. The regional government will request that next week the rest of the community also go to this stage of de-escalation.

Basque Country. The Basque health authorities will ask to enter phase 3 next Monday, and after the pact with Sánchez, the Lehendakari, Íñigo Urkullu, will be sovereign to be able to govern the de-escalation, printing an even higher rate than in other communities. The Basque Government is almost certain that starting Monday, Basque citizens will be able to move throughout the community, exceeding the current provincial limits. But what Urkullu has asked for is that the French border be permeable for citizens of neighboring provinces, such as Gipuzkoa, and the Basque-French ones.

Canary Islands. The Canary Islands Government will request that all its islands be in phase 3 on Monday. El Hierro, La Gomera and La Graciosa already premiered this stage yesterday due to the low levels of covid-19 registered in these areas.

Castilla la Mancha. The regional government meets today to decide its proposal to Health.

Murcia. The community has not yet decided on its proposal. Due to its low incidence of cases, the community has been in phase 2 for a week. Except the municipality of Totana, which stayed in phase 1 after registering an outbreak among seasonal workers, and has released phase 2 on Monday.

Aragon. The president, Javier Lambán, already announced on Sunday that he will request that the entire community go to phase 3.

Balearic Islands. The Balearic Government has not reported its plans. Formentera has been, along with three Canary Islands, the first to debut phase 3. Mallorca, Menorca and Ibiza remain in phase 2.

Estremadura. The community has not responded to this newspaper.

Asturias. The autonomous government will request the pass to phase 3.

Navarre. The Health Department will decide throughout the week whether to apply to go to phase 3. Navarra has been in stage 2 for a week.

Cantabria. The uniprovincial community has requested the pass to phase 3.

The Rioja. The Government of La Rioja has refused to clarify, for the moment, what its proposal will be. The community is in phase 2.

Ceuta and melilla. Ceuta has decided, as a precaution, to stay one more week in phase 2 and not request a move to the next step of misconduct. The autonomous city has registered an outbreak due to several parties (with up to 80 people) that almost brought it back to phase 0. For its part, Melilla will decide today its proposal.
