Arrested during Tsvetanov’s time and other interesting names enter Radev’s office

President Rumen Radev will bet for caretaker Prime Minister of Brigadier General Stefan Yanev. The national security adviser to our head of state will be officially announced next week. According to sources quoted by kmeta.bg, two more interesting names will find a place in the cabinet. Boyko Rashkov will take over the post of interior minister, and Nikolay Tsonev will be the deputy prime minister of power, who will monitor the services.

Who are they

Stefan Yanev

He has already served in a caretaker government. During the time of Prof. Ognian Gerdjikov, he was Deputy Prime Minister and Minister of Defense. He graduated from the Military Academy in Sofia and the College at the National Military University in Washington, USA. He is considered one of the closest people to the head of state.

Between 1996 and 1998 he was a senior expert in the International Cooperation Department of the Ministry of Defense. He worked as an analysis officer at the Planning and Programming Department of the PfP Coordination Group in Belgium (1998-2000). From 2000 to 2001 he was a senior assistant chief in the Strategic Planning Department of the General Staff of the Bulgarian Army. Between 2001 and 2002 he was a state expert in the Euro-Atlantic Integration Directorate of the Ministry of Defense. Then, until 2004, he was head of a department in the Euro-Atlantic Integration Directorate of the Ministry of Defense. From 2005 to 2007, he was Head of the Transformation Department at the NATO Counter-Terrorism Center in Ankara. Since 2007 and 2010 he has been the Director of the Defense Policy Directorate at the Ministry of Defense.

He speaks English, German and Russian. Married, with two children.

Boyko Rashkov
He was director of the National Investigation Service 25 years ago. He was an MP from the left, Deputy Minister of Justice in the government of the three-party coalition, and from 2013 to 2018 – Chairman of the National Bureau for Control of Special Intelligence Means. University lecturer in law. Last year, President Radev appointed him a member of his legal council.


Boyko Rashkov

As a Member of Parliament in the 39th National Assembly, he is a member of the Legal Affairs Committee and Deputy Chairman of the Committee on Internal Security and Public Order. From January 2008 to May 2009, he was Deputy Minister of Justice.

Nikolay Tsonev

He is a former Minister of Defense from 2008-2009. His name became extremely popular in the months following the end of his term as minister, when he was investigated for abuses during his tenure at the Ministry of Defense.

On April 1, 2010, he was spectacularly arrested and charged with offering a bribe to an investigator, and during the arrest, Deputy City Prosecutor Roman Vassilev called Tsonev an “absolute criminal.” On October 28, 2012, he was acquitted by the Sofia City Court on this charge.


Nikolay Tsonev

On June 1, 2012, Tsonev was acquitted by the Supreme Court of Cassation in another case – for concluding four unprofitable deals in 1999 when he was head of the Supply Management Directorate at the Ministry of Defense.

In total, Tsonev was tried and acquitted in four cases and in August 2015 ordered the prosecutor’s office at second instance to pay him compensation in the amount of BGN 15,000.

In fulfillment of his managerial positions, he is responsible for the implementation of a number of strategic reforms in the Bulgarian Army and in the Security Sector.

During his tenure as Minister, he amended the Law on Defense and the Armed Forces (LASA) and provided the Armed Forces with a number of social incentives, dictated by the change in the status of BA employees from conscription to a professional army. In addition, it undertakes financial optimizations, which allow the budget of the Ministry of Defense to reach nearly 2% of Bulgaria’s gross domestic product.
