Denisova replied that she had made proposals on other bills, and not just on the bill on oligarchs.

“Perhaps Mr. Arahamia didn’t hear me. I submitted positions on 1144 bills. But I don’t understand why the MPs have drawn [внимание] on my position, which I submitted on bill No. 5599, “she said.

Context:

The Verkhovna Rada adopted the draft law on de-oligarchization in the first reading at an extraordinary meeting July 1. 275 MPs voted for with the minimum required 226 votes. The Servant of the People party announced at least seven additional bills on the regulation of the activities of oligarchs in Ukraine, among them – on antimonopoly legislation, amendments to the law on political parties.

According to the project, the oligarch meets at least three of the following symptoms: participates in political life; has a significant impact on the media (including online media); is the ultimate beneficial owner (controller) of a business entity, is an entity of natural monopolies or holds a monopoly (dominant) position in the national commodity market and maintains or strengthens this position for one year in a row; the value of assets exceeds one million living wages established for able-bodied persons on January 1 of the corresponding year.

If a businessman is included in the register of oligarchs – such decisions will be made by the National Security and Defense Council – he will be prohibited from participating in the purchase of large-scale privatization facilities and financing political parties. In addition, officials will have to report contacts with oligarchs, and businessmen themselves will have to submit a declaration to the National Agency for the Prevention of Corruption.

President of Ukraine Volodymyr Zelensky said that if the bill on oligarchs is sabotaged in parliament, the issue will be brought up to the all-Ukrainian referendum.

Arachamiya expects that the bill will be submitted to the parliament after about 20 September. The bill was submitted more than 1200 edits.

On September 2, Verkhovna Rada ombudsman for human rights Lyudmila Denisova addressed the speaker with an official letter regarding the bill, she stated that the document is contrary to the Constitution.

European Commission for Democracy through Law (Venice Commission) took into consideration the appeal of the speaker of the Verkhovna Rada of Ukraine Dmitry Razumkov with a request to evaluate the bill on oligarchs.
