Apple no longer signs iOS 15.6.1 for a few hours. It is therefore no longer possible to install this version of the system, whether you have a device running an older version or a newer version. The same for iPadOS 15.6.1.
In short, if you have a device that supports iOS or iPadOS 15, but runs on a version earlier than 15.6.1, you can upgrade to iOS or iPadOS 15.7.

If it’s an iPad we’re talking about, iPadOS 15.7 is the latest version of the system at this point. iPadOS 16 is not currently available, it should be next month.
Remember that this procedure to stop support for older versions of iOS and iPadOS is quite common in Apple. This allows the Californian to inflate his statistics on the number of users of the most recent versions of his systems. But also to speed up the implementation of security patches and thus make its fleet of mobile devices more secure.
