Another blow to diesel, heavier excise duties

Diesel increasingly targeted by the government: at stake, now, there is the revision of excise duties (the Minister of the Environment, Sergio Costa, does not like that diesel costs less than gasoline at the pump) which would mean a 5 billion tile for customers. But a lot also changes in terms of incentives for the car, for which the August bill provides for another 500 million, as anticipated by the Journal, but disadvantaging the range of vehicles that emit between 91 and 110 grams / km of CO2, in practice the Euro 6 petrol and diesel, to further reward electric, plug-in and hybrids.
A turnaround, which if on the one hand makes fun of those who, like FCA, have the first plug-in vehicles (the new Jeep 4xe), hybrid (Panda, 500 and Ypsilon) and electric (500) on the ramp, on the other angry associations such as Unrae (foreign houses) and Federauto (dealers) who, in the expansion of the August bonuses (50 million) to the latest generation diesel and petrol vehicles, had glimpsed a more conscious orientation by the government. For the excise duty on diesel, the aim is to equate it (62.74 cents) to that on petrol (72.84 cents). In doing so, the diesel vehicle, despite the recent engines contributing to greatly reduce climate-changing and polluting emissions, will be made less convenient. In the viewfinder there is also the subsidy on diesel for road transport, the sector also suffering a lot.

For the car, the reformulation of the incentive plan now provides for a share of only 100 million for the 91-110 grams / km of CO2 emissions range (the latest generation Euro 6 petrol and diesel cars). A new range was also introduced (61-90 grams / km of CO2, which mainly rewards hybrid engines) which will benefit from the allocation of 150 million. Another 50 million will be put on the plate for the engines included in the 0-20 and 21-60 grams / km of carbon dioxide bands. A further 90 million share for 2020 will concern the improvement of the infrastructure for charging electric vehicles. At this point, the bonus (with scrapping of the old car) for bands 0-20 and 0-60 is 2 thousand euros, 1,750 (61-90) and 1,500 (91-110). Without scrapping: 1,000 euros (61-90 grams / km) and 750 euros (91-110).

In fact, to be penalized will be the purchases of cars with internal combustion engines, those that from the lockdown onwards fill the dealers’ yards and important to begin to seriously renew the vehicle fleet in the country.

Both Unrae and Federauto, in commenting on Monday the July market data (-11%), underlined the «no need to introduce further specificities or complications, in order not to discriminate against the most modern Euro 6 petrol and diesel cars that can give a significant contribution on the containment of emissions and in terms of safety “. “Focusing – they added – only on bands aimed at pure electric vehicles or plug-in hybrids would jeopardize the already compromised resilience”. “The problem – says an observer – is that whoever ordered the car now will be left speechless on delivery. The 91-100 range is the most important on the market and the 100 million will immediately evaporate in September ». Meanwhile, of the 50 million bonuses relating to August, 34 had already been used from Saturday to yesterday.
