Angolan government eliminates 246 leadership positions

To save an annual total of 1.6 million euros (1 billion kwanzas), the Government of Angola will reduce from 559 to 313 positions of direction and leadership. The money saved will be channeled to education and health.

The decision was approved today by the Council of Ministers, chaired by the Angolan President, João Lourenço, who analyzed the organic statutes of the eight ministries that were recently merged, within the scope of the State reform program.

Speaking to the press, the Minister of State and the Chief of Staff of the President of the Republic, Adão de Almeida, said that the overall strategy remains to rationalize administrative structures as much as possible, so that financial resources are made available to the public. social sector service.

“In this way, the organic statutes were approved and the main novelty concerns, in these specific cases, a substantial reduction in the existing management structures, resulting from the merger of these ministries, and it was possible in these ministries to leave a total of 559 management positions. and head, between national directors and heads of departments, for a total of 313 ”, he explained.

Adão de Almeida pointed out that with this strategy, the State will save more than 100 million kwanzas (167,147 euros) per month.

“Which puts us in a position of over one billion kwanzas, from the point of view of annual spending on these administrative structures”, said Adão de Almeida, stressing that the reduction does not imply redundancies.

“We want to clarify that we are not talking about reducing people, the staff of public administration are not released as a result of the merger process. We are talking about reducing management and leadership positions ”, he stressed.

The Angolan government official stressed that, at the same time, work is taking place between the Ministry of Public Administration, Employment and Social Security and that of Finance “which will then deal with a whole strategy in relation to the issue of personnel at the level of these sectors”.

According to Adão de Almeida, in addition to the budgetary pillar, the Government is also analyzing infrastructure and staff.

The Minister of State and Chief of Staff of the President of the Republic said that the Government hopes to achieve some gain in infrastructure, explaining that, in some cases, there were two public buildings for two different ministries.

“Now we are going to place them in a public building, which also brings us some savings from the point of view of the functioning of institutions, goods and services. Then there is a staff pillar, which will be the subject of specific treatment. We believe, also soon, that this dossier will be appreciated ”, he said.

The number of ministries of the Angolan executive went from 28 to 21, last March, and the measure resulted in the merger of eight ministerial departments, whose organic statutes were considered today.
