Andalusian Audiovisual Council Onda Algeciras allocates 72.5% of its time dedicated to politicians to the government team

He Audiovisual Council of Andalusia (CAA) confirms that local public television stations in the community are generally backsliding in complying with the principle of political pluralism. Among the televisions analyzed is Onda Algeciras TV, which dedicates 72.5% of their news time to the local government team of PP and Cs (1.2% less than in the previous report), 13.8% to the opposition (-5.7%) and 13.7% to other formations or entities, 6.9 more.

According to the data of the last report prepared by the CAA, corresponding to the period comprised between June 16, 2019 and June 15, 2020, in 12 of the 16 televisions analyzed, an increase in the speaking time allocated to the municipal governments and the political parties that support them with respect to the previous study, which covers from June 16, 2018 to June 15, 2019. The report reveals that only four channels (TG7, Huelva TV, Interalmería and Algeciras wave) granted less time spent on local executives and that, on the other hand, in all televisions the presence of the opposition decreases, and in some of them considerably.



He CAA report measure the speaking time dedicated to politicians in the news and in the programs of each television.

The screen time in the news of the municipal television of Algeciras -the CCA has not analyzed any other program-, 55% are occupied by politicians: 49% with institutional role and 5% with party role. Considering both roles, the mayor, Jose Ignacio Landaluce (PP), occupies the 32,3%. If the presence of politicians by institutional role is taken into account (89.5% of the time dedicated to politicians), as councilor and senator, the screen time is 35.2%, while within the interventions of politicians by his role in the party (10.5% of the time), only has 6.2%.

After Landaluce, screen time is more distributed. Sergio Pelayo (Deputy Mayor of Ciudadanos) has 6.3%; Juan Lozano (spokesman for the socialist municipal group and president of the Commonwealth) has a total of 5.2%; Pilar Painter (Deputy Mayor and Andalusian MP for the PP) 5% and Ana Mestre (Delegate of the Board in Cádiz, PP) 4.3%.

CAA concern

The Plenary of the CAA expresses its concern about the tendency of municipal television to focus its information spaces on the members of government teams and recalls that they have the obligation to respect the right of citizenship to have information politically plural by virtue of the existing legal system and in compliance with the provisions of the Constitution, the Statute of Autonomy, the General Law of Audiovisual Communication (LGCA) and the Audiovisual Law of Andalusia (LAA).

The Council has specifically warned Torrevisión Alhaurín, Estepona TV-Manilva, Fuengirola TV, Estepona TV-Estepona and Telemotril that they must adopt the corrective measures necessary to give more space to opposition political groups. This body announces that it will carry out an exhaustive and continuous monitoring to verify that these provisions are taken.

The CAA also recognizes the work of televisions that comply with the principles of pluralism, giving sufficient visualization to the opposition as well as for citizens to be aware of their positions, as well as that of local governments. It is the case of Onda Cádiz, in which the minutes dedicated to the local government is 41%, a percentage well below the rest of televisions.

Themes, female speaking time and roles

The CAA report also provides data on the main topics covered by local televisions, which present a great variety, although the predominant issue in most is society (25% on average, 20.2% in Onda Algeciras), except in Canal Málaga, RTVM Marbella and Telemotril, where the economy and business. It also increases the time spent on Health, which seems to be motivated by citizen interest in the news about the pandemic of the coronavirus.

He feminine word time is situated between 20.4% of the news of Manilva in Estepona TV and 58.6% of Fuengirola TV. The average of the local televisions studied is 34,3% (2 points above the previous report). In Onda Algeciras is 27.9%. The chains with the highest percentage of interventions by women coincide, in general, with cities where the municipal corporation is chaired by a woman: Fuengirola TV, Telemotril and Onda Jerez. However, only in the Fuengiroleña chain is there a higher percentage of female speaking time than male speaking time.

Regarding the speaking times of the actors according to type of role, the average of the set of local channels indicates that non-politicians get 48% (minimum of Estepona TV-Manilva with 17.5% and maximum of Estepona TV-Estepona with 80%), the roles institutional politicians 44.5% (from 18.7% of Estepona TV-Estepona to 80.4% of Estepona TV-Manilva) and the party roles 7.5% (from 1.3% of Estepona TV-Estepona to 16% of Canal Málaga).

Compared to the previous report, a notable decline in party roles, which had then risen as a result of the 2019 municipal elections. However, the distribution by role types of each chain generally shows similar data, even if there is a change in local corporations, which suggests a fairly consolidated news structure on each television.

If only political roles are taken into account, institutional roles assume, on average, 85.6% of speaking times (minimum of 65.9% in Canal Málaga and maximum of 97.5% in Estepona TV-Manilva) and those of party 14.4% (from 2.5% of Estepona TV-Manilva to 34.1% of Canal Malaga). Regarding the previous report, party roles register a decrease of more than 10% as a consequence of the increase already mentioned in the previous year for the municipal elections.

Regarding institutional roles, the municipal operators studied give the first place in speaking time to the mayor of the town in almost all cases, except Estepona TV-Manilva (where the second deputy mayor is).

And if both institutional and party roles are added, the political actors with more speaking time are in all cases (except for the aforementioned Manilva) the mayors or mayors, something logical if one takes into account that the first councilors are those who more institutional speaking time they hold and that institutional speaking times are, in general, much longer than those of the party.

For the preparation of the study, a representative random sample of the programming of each chain, with a confidence level of 95% and a margin of error of 3%. Reports of pluralism on local televisions are held annually in the period from June to June, as this is the month in which the municipal corporations are constituted after the elections.
