Quang Ninh, Vietnam, is aggressively pursuing digital transformation by integrating artificial intelligence (AI) across various sectors. A recent conference highlighted both the province’s pioneering efforts and the challenges it faces in becoming a digital leader.
Pioneering Efforts and existing Challenges
Comrade Pham Duc, chairman of the Province’s People’s Committee, emphasized Quang Ninh’s leading role in administrative reform and technological infrastructure progress. He stated:
Quang Ninh has always been a bright spot, a pioneer in the administrative reform, the development of technological infrastructure and the establishment of e-government and digital government.
Despite these advancements, the province acknowledges significant hurdles:
- AI Expertise: A shortage of highly qualified AI specialists.
- Data Management: Data is scattered, lacking connectivity and synchronization.
- Infrastructure: Shared infrastructure platforms are nascent.
- Data Utilization: Absence of a centralized data warehouse hinders effective data resource utilization across sectors.
- Management Tools: Current tools are limited too a centralized electronic document transfer system.
- Intelligent Systems: Lack of an intelligent operating system leveraging AI and big data for management, operation, surveillance, and decision-making.
Comrade Vu Dai Thang, member of the party’s central committee, secretary of the provincial party committee and head of the delegation of the provincial National Assembly, held a final speech at the conference.

Prof. dr. Ho Tu Bao, Director of the Data Science Laboratory of the Vietnam Institute for advanced Study in Mathematics (Viasm), highlighted the necessity of AI in the context of governmental restructuring:
According to the new model, the government will only have two levels (provincial and local level), so the application of science and technology, digital transformation, data warehouses and artificial intelligence is really necessary becuase these technologies help the personnel will be easy to connect the departments if there is no longer an intermediate level and the staff population is reduced and gradually reduced.

Comrade Vu Dai Thang, secretary of the provincial party committee, stressed the importance of digital literacy:
Reality shows that AI does not replace people, but those who know how to use AI tools effectively will gradually replace those who do not know how to use them.
He urged all party members, civil servants, and public employees to enhance their digital skills. The Department of Propaganda and Mass Mobilization of the Provincial Party Committee is tasked with leading the “Digital Education for the People” program to distribute knowledge about data, digital technology, and AI.

He also advocated for practical training programs for civil servants and state employees, focusing on AI tools, data management, and information security. Moreover, he urged participation in the “Digital Education for All” program and contribution to the province’s data and AI development strategies.
Party committees, authorities, agencies, and units are directed to synchronize tasks and solutions, improve data analysis capabilities, and integrate AI functions into employee assessments. The provincial party committee will propose mechanisms and guidelines for immediate implementation in 2025.
National Recognition and Continued Efforts
Deputy Minister of Science and Technology, Bui The Duy, praised Quang Ninh’s proactive approach to AI applications:
I appreciate the proactive spirit of the province of Quang Ninh, which deals with AI applications at an early stage and uses them to support government and enduring development.
He noted the high level of engagement from officials and public employees, reflecting their attention to AI access and application in their work.
The delegates launched the “Popular Education Digital” movement.
Implementation and Future Steps
Mr. Nguyen Manh Cuong, Director of the Provincial Ministry for Science and Technology, affirmed the unit’s commitment to advising the province on management documents and solutions for implementing resolution No. 57-NQ/TW of the Politburo. This includes promoting transformation and the application of science and technology, particularly in AI application models and digital data use for administrative reforms.
Mr. Nguyen Gia Long, provisional director of the Department of System Management and Application Development in the Provincial HCC Service Center, expressed his understanding of AI’s importance:
After I have accessed information about AI applications from experts and scientists in a short time, I understand the importance and importance of AI for the current innovation and digital transformation entirely.
He and his agency’s employees will focus on researching, learning, and implementing AI to simplify administrative procedures and connect with municipal and district levels.
