Several things indicated that the massive build-up of Russian forces near the Ukrainian border in autumn 2021 was not part of any exercise at all. Russia, for example, had reorganized air traffic. And the way the Russian soldiers were moved hinted that it was the invasion of the neighboring country that was on President Vladimir Putin’s mind. At least that’s how the National Intelligence Service interpreted the signals, says intelligence chief Nils Andreas Stensønes.
But then something surprising happened.
