The State will invest 1.5 billion and the Region 1.3 billion in this recovery plan. With the subtlety that part of this sum is the catching up of amounts that the State has not invested, despite its commitments, in the State-Region plan contract (CPER) 2015-2020.

Concretely, in the 2021-2022 recovery plan, the State will ensure 95% of the investments it should have made on the road (where the Region will be at 100%) and 92% on the rail (where the region will be 110%).

While waiting for the end of studies, redeployed budgets

The Limoges-Poitiers link will be particularly targeted. Thus, the railway line will be the subject of major regeneration work (recovery of the platform, ballast, catenaries) for an amount of 41 million euros.

The State will also speed up work on the RN 147, but not necessarily as planned. In the next two years, work on two overtaking slots will be undertaken north of Limoges for an amount of 7.7 million.

Due to the lack of being able to complete the 2×2 lane portion in Haute-Vienne due to a water study, the 50 million that were to allow these will be shifted to the benefit of bypassing Lussac-les-Châteaux in Vienne.

The N141 as quickly as possible

For the N141 Limoges-Angoulême, the State undertakes to quickly complete the work planned under the 2015-2020 CPER for which funding has been recorded and the procedures initiated.

2021 and 2022 will therefore be years of important projects. Which, in the Region, we hope, will call others from 2023.

The subject should be debated in the majority, the elected EELV having announced that they will not vote the recovery plan because of the sums invested in road works.

1.66 billion investment

As part of the relaunch agreement between the Region and the State, 1.66 billion will be invested in infrastructure and mobility including 952 million in the renovation of railway lines, 581 million in the renovation of the national road network.

– 93,1 millions will be allocated toHigher Education, research and innovation.
– 128,5 millions will go to ecological transition and energy, including 27.5 million for the restoration and protection of biodiversity.
– 270,5 million are intended for support for the productive system and sectors, including 158 million in support of SMEs and industrial companies.
– 677 millions will go to social cohesion including 185 million to health
