According to the political circles on the 5th, the ruling and opposition lawmakers are working to improve the law and system, such as strengthening the punishment of child abuse crimes, improving the protection system for abused children, and strengthening the function of investigating child abuse to prevent the’second Jung In-i’.

Democratic Party lawmaker Seo Young-gyo, chairman of the National Assembly’s Administrative Safety Committee, held a press conference this afternoon and urged the 3rd Law to Prevent Child Abuse, initiated by him last year.

The bill is △Expanding the period of emergency measures for abused children from the current 3 days to 7 days so that the Children’s Rights Guarantee Service can take professional follow-up measures △ Cost information support system under the concept that children should grow up in a’stable environment’ rather than a’home environment’ Revision △ Including revisions so that police and public officials can investigate related persons in hospitals.

The People’s Power The Youth’s Power, Kim Byeong-wook and Hwang Bo Seung-hee, co-representatives of the Youth Party, are also preparing to initiate the ‘4 Acts Against Child Abuse.’

The bill △Investigate victims of child abuse and child abuse offenders in isolation from child abusers to strengthen personal safety measures.△The judicial police or public officials in charge of child protection access child abusers or victims’ residences to provide priority protection for victims. △Added an index to check whether child abuse was found during a child’s health checkup, and △Contains content that requires child abusers to bear the cost of counseling, education, and treatment for the victim.

Rep. Kwon Chil-seung, a member of the National Assembly’s Health and Welfare Committee, representatively proposed a law to strengthen the protection of abused children, which specifies the follow-up management regulations such as the frequency of visits to the home of abused children and management methods.

The current law stipulates follow-up management for children who are subject to protection who return to their homes after the end of the protective measures, but the actual measures were insufficient because specific details were not included. The revised bill requires that the frequency of home visits and management methods are determined by the Ordinance of the Ministry of Health and Welfare.

A bill has also been proposed to increase the sentence of child abuse. Democratic Party lawmaker Chung Chun-suk proposed a bill that increases the basic sentence for child abuse and fatality from 5 years or more to 10 years or more, child abuse serious injury from 3 years to 5 years, and Yang Geum-hee, Rep. In the case of perpetrators, an amendment to the Act on Special Cases for Child Abuse Punishment, which doubles the sentence, has been proposed.

As first responders are important for child abuse crimes, a law has been proposed to strengthen the responsibility and authority of the police. Democratic Party lawmaker Ko Young-in came up with a bill in late October last year that in spite of various signs of abuse, if the police or abusive officials inadequate on-site response, they would be imprisoned for up to one year or fined up to 10 million won.

Legislative deliberation at the judiciary committee level is also expected to begin as soon as possible. The ruling and opposition parties agree on the need to deal with the bill, and the related bill is expected to be processed on the 8th, the last day of the provisional National Assembly in January.
