A new sub-prefect in Roubaix, what for?

Who is the new sub-prefect of Roubaix?

Appointed August 26, Sonia Hasni took office on September 9. She succeeds Johanna Buchter, the first incumbent of this atypical position since it covers only the territory of a single city. Arrived in October 2019, this young 26-year-old enarque, from the General Inspectorate of Social Affairs (IGAS), will have stayed a little less than two years in Roubaix before returning to her original body.

41-year-old Sonia Hasni has a more experienced profile. Trained at Sciences Po Paris, at the National Institute of Territorial Studies (INET) in Strasbourg and at the Regional Administration Institute (IRA) in Lille, she first worked at the Ministry of Health. Then she touched on the politics of the city as head of the cabinet of the prefect of Seine-Saint-Denis in charge of equal opportunities before making a passage in a local authority, still in the 93, but in the Saint-Ouen town hall, as deputy general manager. She then joined the prefectural body to be appointed sub-prefect of the district in Vervins, in the Aisne, in 2018. A “complete course”, which seduces a priori his contacts at the City of Roubaix.

The question, that everyone was asking when Johanna Buchter arrived, is still relevant today. “It is difficult to understand concretely what you are doing”, still estimated The voice of the North, less than a year ago, after a long interview where it tried to explain its mission. It should be noted that the position has no equivalent in France. Little precedent to refer to even if there was, in the past, a government commissioner in Grigny, with the same will of the State to show its interest in a city.

In fact, the name of the position maintains confusion with the sub-prefects of the arrondissement who embody the State in a territory. “We are not at all within this framework,” explains Henri-François Caudrelier, who was chief of staff to the mayor of Roubaix until this summer. She is one of the prefects with a special mission. “” Its missions relate to the coordination of the actions of the State in Roubaix in all its dimensions (health, education, employment, security, urban renewal, social cohesion), describes its post notice on the site of the prefecture. In close connection with the town hall of Roubaix, local authorities as well as associations and residents. »Or themes that closely resemble those of the Prefect for Equal Opportunities, but at the level of the department and the region. “The territory of Roubaix is 75% in city policy, so the subject is already covered”, confirms Henri-François Caudrelier.

So why such a post? “To be closer to the field, justified Johanna Buchter, and to make all the players work together”. His priorities? “Employment: bringing together the offers and the demands, reaching out to the inhabitants to show them what exists,” she explained to the Voix du Nord. Then, youth, dropping out and avoidance of school. But the former sub-prefect of Roubaix did not feel bound by the job description given at the start. This one “is not fixed, she indicated to 20 minutes when he takes up his post. It will evolve according to [m]field observations. “

In fact, it left this framework at the time of confinement to ensure that the City would benefit from the funds of France Relance. In another area, it was she who raised with the prefect the problem of the AIR association, accused of religious proselytism under cover of Arabic lessons, thus leading the State and then the Region to request the reimbursement of public subsidies. . It has since suspended its activities. But it is not on this ground that the mayor of Roubaix was waiting for him.

For the municipality, the main mission of the sub-prefect is to lead discussions between local authorities and the State with a view to concluding a Partnership Development Project (PPA). Kézako? It is a partnership between the State and local actors making it possible to carry out particularly complex development operations. However, complex is the word that best defines the situation in Roubaix.

In 2016, the City, the European Metropolis of Lille and the Hauts-de-France Region called on the government to request the establishment of an operation of national interest (OIN) in Roubaix, the only one able to face the difficulties exceptional city in terms of town planning. “Degraded private housing is such – 32% of the park! – that its absorption would take 50 years at the current rate with existing tools, such as Anru ”, explains Henri-François Caudrelier. This request ended up being heard by the government of Bernard Cazeneuve in 2017, which first launched a interministerial expertise. Two years later, this resulted in a report taking stock of theeffectiveness of public policies and another on urban planning needs. On this basis, the government decides not on an ISO, entirely piloted by the State, but a PPA, more collaborative, provided for by the new Elan law. And he appoints a sub-prefect to lead the discussions between the different stakeholders.

Johanna Buchter completed 50% of this assignment. To the great satisfaction of the municipality. “We do not realize the time necessary to do this work, this work of corridor between multiple actors, especially on the side of the State”, estimates Henri-François Caudrelier. On May 6, a prefiguration protocol for the Roubaix PPA was signed in the presence of Emmanuelle Wargon, Minister Delegate in charge of housing. This protocol defines the main themes: the absorption of degraded and unsanitary private housing, the opening up of certain neighborhoods thanks to the priority launch of the new tram line connecting Tourcoing to Hem, the management of the many industrial wastelands and vacant spaces, and finally, economic development which would allow Roubaisiens to benefit from the jobs created.

It now remains to develop and sign the operational document of the PPA, comprising the concrete actions, the financial commitments of each and the human resources. And therefore to get the State, the Town Hall of Roubaix, the MEL (represented by Francis Vercamer) and the Region to agree. This is the delicate task that awaits Sonia Hasni. Objective initially set: to achieve this by the end of the year. Quite a challenge. And after ? Will there still be a need for a sub-prefect in Roubaix? No one knows it today.
