Al-Marsad Newspaper: A citizen named “Manahi Al-Subaie” narrated his story in commenting on the transaction of expropriation of his real estate with the Asir Municipality 31 years ago, during which he spent more than a third of his life.

According to Okaz, Al-Subaie said that his suffering began in 1413, when he complained about the disappearance of his transactions from time to time, despite the issuance of approval from the Ministry of Finance to pay compensation, but that is still faltering to this day.

And he indicated that he had filed a complaint explaining the unjustified procrastination and delay he was subjected to, and accused the Asir Municipality of obstructing and delaying the implementation of the ruling issued to him.

He explained that the Administrative Court of Appeal in Abha overturned a previous ruling compensating the citizen Manahi in the amount of 12 million riyals, the same rent for his expropriated lands, because he did not hand over the compensation for the expropriation.

In the end, an enforceable ruling was issued by the Administrative Court of Appeal 7 years ago, obligating the Ministry of Municipal and Rural Affairs, represented by the Municipality of Asir Region, to take the legal procedures stipulated in the system of expropriation of real estate for the public benefit and temporary possession of the property to compensate it for what was deducted from its real estate.

This means that he has the right to file a lawsuit later to claim a similar rent for his expropriated property, and the lawsuit is not instituted until after he obtains and receives compensation for the expropriated property.
