U.S. international ‍trade Commission to Launch Full Reviews of Anti-Dumping Duties on Steel Pipe Imports

WASHINGTON – The U.S. International Trade Commission (USITC) announced today‍ it will proceed with comprehensive five-year reviews of anti-dumping duty orders impacting imports of light-walled‍ rectangular ⁢pipe and tube from China, Mexico, South Korea, and Turkey.‌ The determination, made November 24, 2025, ​initiates a process that could ‌reaffirm, modify, or revoke existing trade restrictions.

These ‌reviews, mandated under section 751(c) of the Tariff ⁣Act of 1930 (19 U.S.C. 1675(c)), are ‍critical for U.S. steel producers who allege unfair pricing practices by ​foreign competitors. The outcome will directly affect import costs for ​construction,energy,and manufacturing sectors reliant on​ these steel products,and influence the competitive landscape for both domestic and international‍ suppliers. The USITC’s decision follows responses to its notice of institution published July 1,⁢ 2025 ⁢(90 FR 28771).

The Commission‌ deemed responses from the domestic and respondent interested party groups in Mexico adequate, triggering a‌ full ⁣review of ‌the ‍order ‍concerning imports from that country. While finding⁣ responses from China,​ South Korea, ‍and Turkey inadequate, the ⁣USITC opted to conduct ‍full reviews for ‌those ⁣nations ⁢as ‍well, citing‍ administrative efficiency given the broader review of Mexico. this approach⁢ aims to streamline the process and⁢ provide a comprehensive assessment⁣ of market conditions.

The USITC​ is conducting these reviews under ⁢the authority of title VII ‍of the Tariff‌ Act of‌ 1930, guided by § 207.62 of‍ its rules. A record ⁢of the Commissioners’ votes ​will be available from ‌the Office of the Secretary⁤ and on the Commission’s‌ website. the reviews are being ⁣overseen by Lisa barton, Secretary to the ⁣Commission, who issued the notice December 3, 2025.
