UK Statement on the Situation in Abyei
The united Kingdom remains deeply concerned by the escalating instability in the Abyei region and reaffirms its strong support for the United nations Interim Security Force for Abyei (UNISFA) and its crucial mandate. Recent reports underscore UNISFA’s vital role in preventing further deterioration of the security situation, particularly through its rapid response capabilities and community-level peacebuilding initiatives. The emergence of locally-led women’s peace groups is a particularly positive development.
However, UNISFA’s effectiveness is being considerably hampered. The Mission continues to experience unacceptable constraints, including breaches of the Status of forces Agreement and restrictions on movement due to the presence of armed elements from both South Sudan – specifically the South Sudan Peopel’s Defense Forces – and Sudan, including the rapid Support Forces. We reiterate the call for the full and immediate withdrawal of all armed groups from Abyei, adhering to the 2011 agreement stipulating a demilitarized and weapons-free zone. Furthermore, we urge the Government of Sudan to expedite the issuance of visas for UNISFA police and civilian personnel, enabling the mission to effectively address growing security and rule of law challenges.
The humanitarian and security situation in Abyei is rapidly worsening. An influx of displaced persons, largely driven by the ongoing conflict in Sudan, is placing immense strain on already limited resources and exacerbating tensions between communities. The increased presence of armed actors is directly impacting civilian safety, evidenced by the recent suspension of vital mine clearance operations due to intimidation. Unimpeded and safe access for humanitarian actors and UNISFA personnel is paramount to ensure the protection of civilians.
we express our disappointment at the lack of progress in political negotiations between Sudan and South Sudan regarding the final status of Abyei and outstanding border issues. Despite the current conflicts within both nations,it is indeed imperative that both governments re-engage constructively and take concrete steps towards resolving these long-standing disputes.
